A very Ingenious and valuable contrivance for the sav ing of life by preventing railroad ac cidents through forgetfulness of train men has been Invented. The machine has Just stood a very severe test on the Great Northern railroad, after hav ing been previously operated success fully on the St. Lou I a and Duluth road. Practical railroad men In this section have given strong endorsements to tho device after seeing It work. The ob ject of the device Is to provide an ac curate and reliable reminder signal and distance Indicator for locomotives, by means of which engineers are pre vented from forgetting their train orders aB to stopping or meeting points. The mechanism Is simple, but posi tively connected with the forward trucks of the engine, thereby accurately measuring the distance traveled, the dial placed In front of the engineer showing correctly the distance traveled. Above the dial are placed 16 triggers, or dogs, pivoted at equal distances around the center. When the engineer receives his orders he sets one or more of these triggers to a point one mile short of the distance traveled before reaching the stopping place. The mileage Indicator, on reaching such point, releases the trigger, which starts a signal whistle blowing. This con tinues to blow for one-quartor of a mile, promptly warning the engineer of the near approach to the stopping If the engineer Is Inattentive, and falls to stop when this last mile has bsn run over, the machine sets the airbrake and stops the train for him. A train similarly equipped coming In the opposite direction would be stopped in the same manner, and a collision be prevented. The device can be made to run forward or backward. For foggy or stormy weather, or for dark nights, the device Is considered es pecially valuable for ordinary road use, although Its life saving feature was the point first sought. Dun & Co.'s weekly review of trade says: The fail ures during the third quarter of 1397, obtained yesterday by telegraph, were 2,903, With liabilities of $28,083,201. Of which 20 were In banking-, for $8,387,0$. Commercial failure were 7,874, with lia bilities of S2S,K6,192, averaging only 8,859 each, lower than In any quarter for 23 years. The amount of defaulted liabilities is the smallest In any quar ter for five years, and In IB years only six quarters have shown smaller lia bilities. Manufacturing failures were 651, with liabilities of $9,431,191, averag. lnrr but $14,487 each, and trading fall- nrna warn s.tr.4. with liabilities of 112.- 826,0GB, averaging but $6,927 each, both smaller In average of liabilities than in any previous' year of which classified records exist. These evidences of reviving prosper ity are the more important because prices for most manufactured products have advanced but moderately, and are much below the level of 1892, while speculative markets are all declining with curious unanimity, as It the largo crops which make grain and cotton weak would not assure increased busi ness to railways and warrant beter prices for stocks. Speculation In wheat and cotton has been set back by bright crop prospects. The price of wheat has declined five; cents, and of corn nearly two cents for the week. Dismal re ports about cotton have been frequent, but the market shows more faith in predictions of a large yield, and tho prico has declined a quarter of a cent for the week. Turning from speculative markets to productive Industry the change in tone is striking. All Industries are pushed to Increase the working force, with oc casional rise in the rate of wages, by the crowing demand. This Is largely for tho replenishment of stocks, but dlspatohes show that the retail trade at nearly all northern points continues to expand, and dealers well know that the Increase of the working force and of wages Insures a larger distribution of goods. Deputy Attornoy Gonoral Recdor has transmitted to Dr. Benjamin Loc, secretary of tho State Board of Health, a written opinion in which ho takos tho ground that tho proposed action of the City Council of McKcesnort to abolish tho Board of Health and substitute therefor a committco of Council, is clearly within tho letter and spirit of tho law aild is entirely legal. Mr. Recder liolds that tho powers vested in third-class cities clearly gives such cities tho right to such" ordinances to carry out tho provisions nAd purposes of tboir charter, especially with reference to tho gonoral hoalth of tho inhabitants. Tho act governing such cities docs not pro vide that this shall bo accomplished by or through a Board of Health, but may bo ac complished by or through a committee of the City Council for that purpose.
