It Is evident that the Indian government must face a grave crisis, involving heavy expenditure and probably groat loss of life. The government Is confronted with the following state of affairs: Khyber pass has fallen Into the hands of the Afrldls; the posts In Kurram valley are threatened by the powerful tribe of tho Oraksials; the Mohmand tribesmen are meditating a renewal of hostilities around Fort Shabkadr, while thousands of troops nre engaged In crushing the revolt In the Swat valley, and two large brigades are holding the Tochl valley, whero the Mahsud-Wazcys are again restless. The authorities are convinced that Fort All-Musjld could only have fallen after desperate fighting, and the native garrison of Khyber rifles, grand fight ers, was made up of men who rendered valuable assistance In the Black moun tain expedition of 1888. The fall of tho fort Is a very serious blow, for It Iso lates Fort Landl-Rotal, which Is at the extreme end of Khyber pass, garrisoned by 300 Khyber rifles, and necessitates the prompt re-conquest of the pass. This Is certain to prove a formidable task, of which the British troops had a foretaste on Monday, when a body of artillery, cavalry and Infantry left Fort Bara, Bouth of tho Peshawar, In order to repel the Afrldls, who were then advancing down the Bazal val ley. The troops returned early Tues day morning and reported that many of them had dropped out from want of water, none being procurable along the route, whllo the Afrldls, although shelled by the British, maintained their position on the heights, threatening the loyal villages of Kadam and flic British position, Fort Jamrud, at the mouth of the pass. Fort Jamrud Is held by a strong force of British and native troops, and tho British front extends about 35 miles from Shabkadr along the north side of the Cabul river and southward to Peshawar, where the troops are mass ing as a base of demonstration against the Orakzals, who occupy the region south of the Afrldls, but have not yet assumed the belligerent proportions of their northern neighbors. There Is an uprising, however, of small parties, which is proving troublesome near Kohal, and it Is expected that both tribes will try to close the Kohal pass. Numbers of tribesmen are moving up towards Khyber from Kohal and. that district, making the salt tariff the pre text for hostilities. The wildest excitement prevail among tho Hindoo traders at Banu, on Kurram river. It Is rumored that 7,000 Wazlers Intended to swoop down there, sack the town and massacre the Inhabitants. The mulla and his emis saries, especially those from the Af ghan governor of Khost, are active ly stirring up the Wazcys, who arc also affected by the disloyal attitude of the Kurrum tribes and emboldened by the knowledge that the garrison at Banu Is very weak. There Is one ground for satisfaction In the fact that, except In a few In stances, the Afridl levies remain loyal In the face of temptation to Join their kinsmen, as was conspicuously tho case at Fort Maude. Far more hopeful Intelligence comes from tho Swat valley, whore the Bon erwals have opened peace negotia tions. The authorities expect that this will have widespread Influence, espec ially If it is followed -by submission. IC The steamer Willamette pulled Into the Ooean dock from Alaska yesterday, carrying a passengers J. XV. Virgin, J. II. Webber, W. II. Hockaday, C. II. J. Wiseman. A. Hell and Arthur Needham. The Wil lamette left Skaguay Thursday, Aug. 19, Juneau Friday, and Sitka Satur day morning. She brought down no gold, although $20,000 was offered by a party of four men who had torasaed overland from Dawson City, leaving there Sunday, July 4. These men, however, only wanted to oome as far us Juneau, where they expected to .winter, and as the purser was not sure at the time the gold was offered that the boat would stop at Juneau he de clined to take It on board. They re ported that provisions nt Dawson are growing very short. One of them said that he had a friend who had several buckets of gold, but was living on two spoonfuls of beans and a piece of bacon as large as his hand per day. The officers of the Willamette em phatically deny the story that anyone was put In Irons on the up trip. The story originated, they say, from the fact that a refractory stowaway from Tacoma was put In Irons between Seat tle and Tacoma before the boat left for Skaguay. Thomas Stanton, of Seattle, was one of the returning passengers of the steamer. He went north to Join a Seattle party that left on the Mexico. The others had taken his outfit with them, and he proposed to meet them on the trail. The steamer was so much delayed In starting that Stanton ar rived too late, and decided to wnlt until spring before going to tho Yukon. He says: "It Is a shame tho way the Skaguay trail b,as been advertised, as everyday proves It to be more and more lmprac tlcnble., I went over the trail as far as Porcupine river, and that was all I wanted, although I did not have a pack to speak of. Dead horses can be seen all along the trail, while many others are so badly skinned up and bruised that they are fit for nothing. Foot sore men and others with strained backs are common, especially among the men who went up with the Inten tion of packing for wages. The biggest crowd of prospective Klondlkers is to be found camped along the trail all the way from the bay to the summit. I think very few men will get through this year. "Over at Dyea there seems to be very little trouble. Tho trail Is much steeper, but horses do not got up to their neckp In mud and slush. Many men are go ing over to go the other way. Things are very lively at the town and on thjs,l bay Just now. At first It was all tents, but frame buildings are rapidly going up. Next week a sawmill will be In operation. Men nro already at work getting out lumber for the new mill, nt good wages. Six stores carrying stocks of mixed goods have started up, and are doing very well." A letter brought by the Willamette from Skaguay, Alaska, says: A civil engineer of Juneau, C. E. Garthslde, nnd six assistants are now surveying the White pass In the Interest of an English byndlcate, which Intends to run a railroad from Skaguay, the en trance to the pass, to Taku Arm, a dis tance of C8 miles, and eventually to the Hootallnqua river, 110 miles. This road, when completed, will form the shortest and quickest route to the Yu kon country, and It Is the Intention of tho company to build wharves and warehouses at Skaguay. The highest altitude of the road will be at the sum mit of the White pass, 26,000 feet. The summit Is about 20 miles from Skaguay. Work on the railroad will be commenc ed In the spring, and the road to Taku will probably bo completed In six months from then. The great majority of people arriv ing cannot possibly get down tho river this year, and those of them who al ready realize this fact are locating lots In Skaguay and starting to build. In a year the town will undoubtedly con tain 2,500 to 5,000 Inhabitants. The va rious paths and trails, leading through the forest have been christened, and the Infant town has a Broadway and several avenues. Tho White pass, In Its present crude condition, Is practi cable for the entire distance to Lake Bennett, and a man without a pack can go over It In 21 hours. Pack ani mals can traverse It with a load of 150 pounds, and It seems to be the better trail far those who have brought horses With them. For the miners who have no horses the Chllkoot pass seems pref erable, as It is Impossible to hire men here to pack outfits. Something to Depend on.
