Columbus, Aug. 21. The national ex
ecutive board of the United Mine Work
ers adjourned yesterday after having
Issued a enll for the conference of or
ganized labor to be held In St. Louis
on Auk. 30. The board rejected the
proposition of Pittsburg operators for
a conference to arbitrate the wage dis
pute In that district, claiming that such
action would be prejudicial to the in
terests of the miners at large. The
board Is ready to consider overtures
for the arbitration of the issues of the
great strike only when these overtures
come from all the operators In the com
petitive district, which Includes Ohio,
Indiana, Illinois, West Virginia and
Pennsylvania. The board has decided
not to deviate from the established pol-
cy until the result of the St. Louis
conference Is known. The aggressive
work in the Held will be continued, and
the efforts to spread the strike in the
West Virginia district will be renewed.
The success or failure of the strike
hangs upon the St. Louis conference,
the call for which has been endorsed
by Samuel Gompers, president of the
American Federation of Labor, ana
J. 13. Sovereign, general master work
man of the Knights of Labor. They
maintain that the fight now being
waged by the miners is one of common
Interest to organized labor throughout
the country. At tho St. Louis con
ference all labor organizations will bo
asked to Join Issues with the miners.
The failure to secure a general sus
pension In West Virginia has' greatly
Interfered with the prospects of suc
cess, as the coal supplied from that
and the few isolated districts Is meet
ing the limited demand. The only hope
of cutting off this supply appears to
He In the refusal of organized labor
In the ordinary channels of traffic and
business to handle or use this
coal. If the object of the St. Louis con
ference Is accomplished the strike will
be extended to nearly every branch of
labor In the Country.
The call for the conference Is ad
dressed to all "who condemn govern
ment by Injunction and the use of
force to coerce the people and deprive
them of their rights as American citi
zens," and Is In part as follows:
The great miners' strike has gone
SJbeyond a struggle for living wages.

haB arrived In which all patriotic peo
ple must determine whether they will
accept and consent to live under the
rule of an oligarchy of wealth or
whether tho Institutions of free gov
ernment, the rights of free speech and
peaceable public assemblage are to be
preserved.
"The present struggle has assumed
a contest for the preservation of civil
liberty and constitutional rights. The
tyrannical and un-American injunc
tions of the federal and state courtB
are revolutionary against the first
principles of free government and de
rogatory to the Inherent rights of the
masses, endangering the public peace
and destroying the personal security
and Individual llbortles of the common
people.
"The courts have deserted the temple
of justice and now stand forth the de
fiant bulwark of confederated capital.
Their arbitrary rulings have set up
one standard of rights for tho rich and
another for the poor. They decree that
capital is always right and labor al
ways wrong. They have made It un
lawful for starving working people to
appeal against tyrannical treatment,
present grievances, or propose Just and
peaceable terms for thejredress of in
sufferable wrongs.
"The present great jrilners" strike Is
an expression of disCWStent that origi
nated In poverty and starvation. It
was horn In the sorrow and destitu
tion, of hungry women and children.

heart of this great nation has respond
ed In sympathy with the miners' ap
peal for the rights to receive a re

Their appeal for a small share of the
wedlth they create and for the right to
enjoy some of the fruits of advanced
civilization finds a chord everywhere
In the commonality of mankind,, and
If It were a Btruggle between miners
and mine operators only liberty would
triumph over oppression. Industry over
greed, and right over wrong without
the necessity of this call.
"But It Is no longer a mere struggle
between employe and employer. The
Judiciary has assumed the Indefensible
claims of the operators, and the strug
gle Is between tyrannical courts and
the whole people. The courts, although
under oath to serve the rich and poor
alike, have volunteered to defend the
sordid Interests of the rich as agalnpt
the God given rights of the poor, and
now threaten to turn the Catling guns
and Winchesters of criminals and thugs
against all who dare protest against
their despicable restraining orders. The
judiciary Is prostituted to the bidding
of oppressive capital, has placed the
right of property above the rights of
persons, and has dlscrlmlpated against
the many In the Interests of the few.
"That 360,000 miners should be con
demned to lives of drudgery and starv
ation by the arbitrary rulings of the
courts 1b an Insult .to a beneficent ere
jitor, an outrage upon free government
And a dlsgraoe to the Christian clvlliiaa
Uon in whloh we live. To the end that a
Just and equitable settlement of the
differences between employers and em
ployos may be effected and the oourts
stopped from these outrageous perverr

to that higher, more humane and pa.

to the hovels of misery and shame or

Issued a statement; to the public, as
follows:
"The operators have now exhausted
every ef.'ort to make amicable settle
ment, but the miners decline to meet
In conference or arbitrate. The po
sition taken by Mr. Itntchford occa
sions great surprise to the operators.
He Insists In bringing In all competitive
states, when he knows the operators
of other states under no circumstances
will attend a Joint conference.
"In making this demand Mr. llatch
ford ISiPeeklng to delay a settlement,
In the hope that he may bring to his
aid all the labor organizations of the'
country and assume such political In
fluence as will frighten tho politicians
Into Insisting upon a settlement of the
strike, without regard to the merits of
the case. "
"He has always Insisted that the
Pittsburg district Is the key to the sit
uation, and the operators hold out to
him an olive branch from which Is
suspended the key he sought.
"Mr. Itatchfortf Is using the Pitts
burg miners as a cat'spaw to scratch
political chestnutB off the idle coal tip
ples In this district. He knows very
well that delay in settlement will de
prive Pittsburg miners of work, which
will be dons during the winter.
"Mr. Ratchford must arrange a con
ference at once for settlement or ar
bitration of the troubles in the Pitts
burg coal district or he must stand ac
cused of Inconsistency and lnsncerlty.
Public opinion will certainly hold
him responsible for the destitution
which must Inevitably prevail In the
district during tho renting winter."

Incident created a tremendous sensa
tion on the floor of the exchange and
was greeted with prolonged cheers from
half a thousand throats, being re
echoed from the crowded galleries.

ful effort was made under the Impulse
of export rumors reaching enormous
figures. September was hanging around

whispered about, and at once danced
upwards in response to excited local
buying. Higher and higher It whirled,
watched by everybody on the floor, un
til the big black finger on the record
dial plumped fairly on the even figure,
and "dollar" wheat In New York was
anvaccompllshed fact.
Now that the bulls have attained
their boast they are as far as ever
from being statsfled, and claim that
the wave of bull sentiment, which has
spread like fire all over the country.

$1.25 per bushel, and perhaps oven
higher. That dollar wheat Is already a

the wildest sort of bull news, such ns
would be ordinarily rejected. The En
gllsh market was up In tho air, keep
lng free pace with our advance. Their
closing prices were top for the day
and 3i to 4 pence higher than Thurs
day night. French markets, on the
other hand, held back and showed
practically no response to the extra
ordinary strength In other 'markets.
Private cables credited the English
advance to rainy weather and excited
covering by shorts. First prices In this
market were made simultaneously at
from 97',4c. to 9Sc. for September and
9G9ic. to 97c. for December. The latter
displayed the greatest strength dur
ing the day on large buying orders from
local houses and others. Subsequently
September dropped to 97 cents under
realizing sales, but at noon was chased
up to 99c. by a frantic rush of buy
ing orders.
Throughout the day fluctuations were
very erratic, at times leaping Vi and
Vz cent between sales. The trade was
considerably amused over the stories
of enormous profits being made on the
boom. At one time yesterday cash
wheat here was nominally worth $1.06'
for No. 1 northern, f. o. b., afloat, and
No. 2 red $1.01. A year ago the for
mer sold at 64c, and the latter at
69940. The price of September one year
ngo was G2c, nnd of December 6Gc.
Bullish spring wheat news was an Im
portant factor In the advance all day,
just as It was Thursday.
The full range on September yester
day was from 97c. to $1, the close be
ing 99c. December opened at 964c,
sold off to 9Gc, up to 99c, and closed
at flSVic. The total transactions were
8,355,000 bushels. Export sales were
175 loads here and outports, including
three cargoes for France.

still at liberty. The men are John Eck
ert of Phllllpsburg, a chicken thief,
William Force ot Hope, a burglar, for

Bishop of High Bridge, who is accused
of having one more wife that the
Jersey laws allow. Dr. Cummlngs,
the Jail physician, left the prison In
the evening, and It may be that the
doors were not locked by the sheriff
or the members of his family, who was
in charge of the Jail at the time. The
sheriff thinks one of the trio had du
plicate keys of the prison locks.
