London, Aujr. 14. Dispatches from
Bombay say that the Impression le
growing that Abtlurraman Kahn, the
ameer of Afghanistan, Is conniving at,
if not actually assisting the 'tribal
risings. It Is reported that ho has re
called the Afghan agents at Simla, Cal
cutta, Karachi and Bombay, summon
ing them to Cabul, his capital. From
Inquiries It Is ascertained that Yar
Mahomed Khan, the Bombay agent,
left for the Cabul a few days ago, In
response to a message from the ameer.
Before he left he disposed of all his
movable property.
Colonel Sufi Godan Hussool, the Af
ghan agent at Calcutta, left the elty
nearly three weeks ago In the company
of Chief Kumar, who was permitted
to return to Cabul.
It Is believed that some sections of
the Afredls are In revolt. The Hindoos
at Peshawar are In fear of being robbed
and looted by the Mahommedans.
A company of Bombay sappers left
KIrkee for Bawlplndi today, and orders
have been given to the Dorseshlre regi
ment and a company of Malms sap
pers to leave Bangalore for Bawlplndi
Immediately.
The nows of the suspected Afghan
Intrigues Is very seriously regarded
here. The English newspapers publish
ed In India had already discussed the
possibility of the ameer's complicity.
It was reported some time ago that he
had sent thousands of copies of his
book on "the Jenad, or religious war,
to the native Indian regiments, while
anonymous letters appeared In the In
dian native press glorifying the Turk
ish victories as 'Islam's rising star,"
and declaring that the ameer was
ready to come, like the glorious Mah
mud Sabuktagln of yore, to rid India
of the thraldom of the Christian yoke,
bidding all the faithful to be prepared,
and asserting that the riots at Chit-
pur wore really a preliminary trial of
Mohammedan strength, carefully or
ganized by the highly educated real
leaders of the community.
While the authority of the Afghan
ameer over the frontier tribes Is very
weak, it must be remembered that the
Afghan general, Gholam Haldar, com
manding at Asmar, who was In con
stant communication with the mullah
who led the attack on Fort Shabkaur
last Saturday, Is the ameer's chief and
most trusted commander, and taking
Into consideration the symptoms of un
rest nir Peshawar since the attack
on Camp Mulajjand the Indian gov
ernment will he well adylsed If it makes
preparations to meet all eventualities.
When the two reserve brigades have
been concentrated ,at Rawalpindi the
government force In the PunJaulJ wjl
be strong enough to malce operations
possible In any direction thropgjipuj
the wnoie extent or tne nortnwesi,
General Blood has two full brlgadoa
In Swat. General Kites has a similar
force In the vicinity of Peshawar. An
other reserve brigade is split up be
tween Mardan and Rawalpindi, and
this Is exclusive of the Tochl field force.
The nows of the military prepqnitlons
will probably tend to quiet the trilies,
The latest reports are that the Moh'
mand tribesmen who were defeated In
the attack on Fort Shabkaor and pur
sued by the government troops across
the frontier are carrying their dead
and wounded IjacJ across the Cabul
river in the direction of Pakka, where
the ameer has a Jocal governor,
The tribes and chiefs in the lower
Swat valley around Malakand and
Chakdara have surrendered Uncondi-,
tionally, and It is expected that the,
tribesmen In the upper Swat valley will
follow their example. If they do not
submit n. puntlve expedition will start
for that point at once.
