The ambassadors at Constanti nople have presented to the sublime norte a note Blmllar to the foregoing. The greatest enthusiasm was mani fested here yesterday during the fetes organized to celebrate the anniversary of the declaration in 1821 of the Inde pendence of Greece from Turkish rule. The king and members of the royal family here, accompanied by the min isters and all the high court and other officials of Athens, attended the relig ious ceremonies at the cathedral. The king received a great ovation during Ills passage to and from the cathedral, and he and his ministers were show ered with leaflets Inscribed "Hurrah for War." The route from the palace to the cathedral was lined with the troops of the garrison, and the streets were densely crowded. En route the horses of the carriage occupied by the crown princess became alarmed, bolted, and the vehicle was overturned. A scene of tremendous excitement followed. The people rushed to the spot from ull sides and raised the carriage. The princess, who was not hurt, soon en tered the king's carriage and proceeded to the cathedral. Contrary to custom, the members of the diplomatic corps were not accompanied by their wives or daughters nt the ceremonies. The scones throughout the day, al though very brilliant, were lacking In the usual Imposing military display on account of the large number of troops sent to the frontier. The scarcity of presents exchanged between the people was also In striking contrast with other years, otherwise ine usual customs were followed. There was a salute of 21 guns in the morning and a free feast of roast lamb, the national dish, was given to the poor. Throughout the day crowds of people paraded the streets cheering for the king and for war with Turkey. The entire city was decorated with flags, but here also there was a difference from previous years, because not a single foreign flag, except those over the foreign legations, was flying. All the legations excepting those of Tur key, Germany and Austria were dec orated with flags, and on the French nnd Itusslan legations the Greek flag floated side by side with the national flags of France and Uussla. During the afternoon a mass meeting was Jjeld to protest against the action of the powers and to Indorse the steps taken by the Greek government. Later a delegation from this meeting, accom panled by a crowd of thousands of those who took part In the demonstra tion, presented a copy of the resolu tlons to the king at the palace, crying "Long live war." D., April 7. Tit situation is appalling. While tlie Red river rose i only three inches Monday night, the big Coulee, west of the city, took a sec- j ond spurt and went up 14 Inches, flood- j Ing the entire west side of town und i driving hundreds of people from their homes. Tho water reaches down to Eighth street from Sixteenth street, and as far south of the Northen Pa cific tracks as the eye can reach. It Is a populous resident district, and the ef fect of the flood Is most forcibly felt. All that part of the city south of Front street Is Inundated. Six blocks of IOIghth street have gone out, and the I flood from the west side of town Is so high that paving on West Front street is going out rapidly. Sidewalks are all afloat, and are being used as rafts upon which families are moving to dry land. All along Front street the water Is within a few Inches of the floors of principjal business houses, and a rise of another foot would practically put the entire city afloat. The Northern Pacific people were afraid to use the bridge yesterday, and passenger trains were brought across fiom Moorehead over the Oreat North ern bridge. X'assengers were trans ferred, and a special went yesterday afternoon. Ail bridges are condemned except the Great Northern, which is a steel bridge put In last spring. The water works at reserve station were compelled to shut down, and pumps were started up and are doing all "In their power to supply the city. There Is much suffering among poor famlles, who have been practically des titute all winter, and this last blow is most serious. A relief committee op erated jointly by the city council and county commissioners established head quarters yesterday, and will take care of the poor. It snowed yesterday for two hours. Sections of the city that no one ever dreamed could be reached by flood are now under water, and Broadway, with a short distance on cither side, is the only dry spot In town. Old timers have Btopped talking about floods and gone to praying for a cessation of hos tilities. Henry Struive and two sons were drowned yesterday near Frankfort, S. D. This makes six deaths from drown ing during the present overflow. The water Is eight feet higher than the highest water mark heretofore. There has been great joss of grain and stock. At Lacrosse, Wis,, the condition of the river is very threatening. Base ments of the wholesale houses along Front street are flooded, and the water Is still rising rapidly. The feature of the flood situation in the Mississippi deltn Is the gradual spread of water over an area that hitherto was never over flowed. The upper crevasse In Tunica county Is 2,000 feet wide, and so great is the outpoar that water from below the break Is belm? drawn up to and hulled out over the valley through tlie crevasse. All of the country east of the main line of the Yazoo and Missis sippi Valley road Is flooded, and in many places the water has gone over the tracks, filling the Yazoo river. The fall in the main channel at Helena, Greenville, Vlcksburg and Arkansas City Is due to the filling up of the delta and the Lower "WJilte river country. If the lower levees along Louisiana and southeastern Arkansas should hold the emptying of the delta and St. Francis basin will be slow. If they break, and the river continues to fall at Cairo, the upper St. Francis basin and the delta will be clear of water by Jfay 6. If this should prove true there Will be no difficulty In growing cotton. Hut breaks In Louisiana and south eastern Arkansas will hold water In that locality until the middle of May, ofter the usual time for planting cotton In that territory.
