HEAVY LOSSES IN WISCONSIN.
In Tltnt State Alnno tho Dnmnge to Prop

Four Hundred Thousand Dollnraw-Tlto
Mississippi Kccedlng nt Memphis).
Milwaukee, Win., March 22. Reports
received from all portions of the state
show that the floods have subsided at
all points except In the Milwaukee
river Just north of this cltv. In tho
latter river the water Is still running
at a high rate. Estimates of the losses
range all the way from $200,000 to $300,
000. In the Milwaukee river the loe Jam
which formed Saturday at Sauxville
loosened yesterday and let down the
Immense volume of water which had
banked up In the rear of It. The water
carried 'the lee down to the crest of
the Milwaukee dam at North avenue.
There It was stopped by the pillars of
the footbridge over the dam. It plied
In a solid moss against these early in
the morning, and kept accumulating
all day. About 4 o'clock in the after
noon the Jagged cakes of Ice were piled
up against the roll of the footbridge
and extended for a mile back of It
Into the river, which was constantly
getting higher.
The ice loosened the stone pillars
which supported the foot bridge and
carried away 75 feet of the structure.
Tills left an opening for tho waters,
and In a short time the Immense field
of Ice had thrown Itself Into the river
below the dam. This rose rapidly,
and It Is rushing through the city at n
rate which has not been experienced
since the breaking of the dam, 15
years ago. The river Is within two
feet of the height which It reached at
that time, and the water Is backing up
In the sewers of the down town dis
tricts. The water at the head of the
river has subsided some, and it Is
thought that the worst Is over here.

Tho Mississippi falling at Memphis, Hut
Itlslng at Other rinces.
Memphis, March 22. For the first
time In many weeks the Mississippi
river Is reported falling at Memphis.
the gauge reading 37 feet, against 37.1
e3terday. Several breaVs in the levee
are known to have occurred between
Osceola, Ark., and Memphis, and the
fall of the river Is attributed to this
crevasse. The break at Sans Souci is
widening, and the mad rush of the
waters through the opening can be
heard for miles. Three additional
breaks, all near Sans Soucl, are re
ported, and the sufferings of the people
In eastern Arkansas will surely be
greatly Intensified.
A dlBpatch from Vlcksburg says that
the reported crevasse at Modoc, Ark.,
near Helena, is confirmed by officers
of the Bteamer State of Kansas and by
dispatches. The levee at Modoc has
been considered In a hopeless condi
tion for several days. The water will
run Into the White river very fast, and
will find Its way back into the Missis
sippi In a day or two. Levee men say
the effect will be merely temporary,
but the decline Is reported at from one
to four InchesalongtheCoahml county.
Mississippi, levee, where the struggle
against the high water has been most
desperate. The Kansas also reported
ureaks lower down, but these are
probably protection levees.
Tho river at Vlcksburg has risen 3
Inches, and registers 45 feet 4 inches.
At Greenville the river continues to
rise rapidly, and a stage of 45 feet
may bo expected before April 1 If the
levees remain Intact.
The break at Modoc lowered the
water along the front of Friar's Point
D Inches, but will give no relief to
levees and property below the mouth
of the Arkansas river, as the water
from the crevasse will find Its way
back into the father of waters through
the White and Arkansas rivers, swell
ing those streams far above the danger
line.
Over In Arkansas the town of Marlon
Is In a bad condition. All the houses
are purrounded by water, and the
wh"le fuce of the earth Is submerged
C" t here and there the small In
dian mound that is above water.
Valley TrnuBforinetl Into a Sea.
Omaha, March 22. The Missouri
river has risen less than a foot at
Omaha, and the Ice la running very
freely and not KornlnR is frequently
as was feared. The tributaries In the
state are doing; the most damage. At
Norfolk the north fork of the Elkhorn
river' has overflown Its banks, and the
valley between there and Plorce Is one
vast sea of water. The river has been
rising for several days, and early yes
terday mornlns the lire whistle was
blown to awaken people, so that they
might rescue stock and save other
property from the damage of flood.
The southeast portion of the residence
district Is under water. At Fremont
the Platte Is subsiding, and Is now
within Its banks.
Tho Whole Northwest Water Hound,
Yankton, S. D., March 22. The two
gorges In the Mississippi river here are
falling. The whole northweBt is water
bound and the railroads are all In bad
shape. Of the three roads which run
In here the only one having connection
with eastern tralllc Is the Milwaukee,
and it is compelled to use transfer
boats at Vermillion and gloux City.
After the water subsides it is estimated
It will take ten days to replace bridges.
Cooler Weather Stops the IMse.
Dubuque, la., March 22. Cooler
weather stopped the rise of tlie Mis
sissippi river here. Charles City re
ports a rise of four feet in Cedar river,
while at Cedar Falls a large force of
men and teams worked all night and
day building dikes to protect the peo
ple on the lowlands from the united
floods of the Cedar and Shell Hock
rivers.

New York, March 22,The long over
due American clipper nhlp T. V. (Jakes,
which left Hong Kong on July 4, 2ii0
daja ago, viith a gondiil cargo lor this
pott, and which had been given up as
lost, was towed Into port ycBtcrday by
the llrltish tank steamer Kasbuk, Cap
tain Mulr, which picked hue up laat
Thursday. The crew were sick with
scurvy, and six had died. Captain
Heed, of the Oakes, reported that his
crew were all latd up with scurvy, and
that the provisions were well nlgb ex
hauated. lie was unable to navigate
the ship with the hands at his com
mand, and begged that he be at once
supplied with fresh food and vegetables
and taken in tow for the nearest port.
The weather, which has been threat
ening, now became boisterous, and a
northerly gale sprang up. Neverthe
less preparations were made to pass a
hawser to the Oakes when the boat
with a load of provisions was sent. A
manlla hawser was paid over out over
the Kasbek's stern to the yawl, but a
tremendous wave washed It Into the
propellor, which was turning slowly at
the time, and before the engines could
be stopped the screw was so entangled
that the engines, with the full power
of steam, could not move It again. An
effort was at once made to free the
screw, but It was so deeply submerged
and the sea running so high It was
found Impossible. For eight hours the
engineer's staff labored to clear the
propeller, and finally disconnected the
shaft and found that by placing a
small block of wood between the coup
lings the screw could be made to turn.
By that time the Oakes had drifted
out of sight, and Captain Mulr, of the
ICnsbek, despairing of being able to
tow her with her disabled screw, deter
mined at least to find her and supply
her with provisions. All night he
searched the horizon for trace of her,
and at G a. m. Tuesday she was again
sighted. The sea was rough at the
time, but Chief Officer Helshem again
volunteered to atempt to board her,
and as the engineers reported the pro
peller to be working well It was decid
ed to send a hawser aboard. Accord
ingly a line was dragged by the boat,
and after a deal of hard work two
hawsers were made fast.
Mr. Helshem and his boat's crew of
three did most of the work on the ship.
They found only the second and third
mates able to help them. The provis
ions they brought were a godsend to
the scurvy stricken stlrvivors of the
ship's crew. From the time the hawser
was passed aboard until New Yotk was
reached no incident of Importance oc
curred. Captain need, of the Oakes, told a
terrible story of suffering and priva
tion. When the Oakes sailed from
Hong Kong the crew were apparently
In the best of health, with the excep
tion of Captain Ileed, who had been
ailing for some little time, but who,
under the careful nursing of his de
voted wife, thought himself on the
high road to recovery. When about six
days out In the China sea a terrific
typhoon was encountered, lasting sev
eral days, during which the fore and
main topmasts were sprung. The ves
sel was obliged to run before the gale,
which had no sooner blown Itself out
than it was followed by a second ty
phoon, which blew with great fury for
24 days. The vessel had then got well
out In the North Pacific, and so far off
her course that Captain need decided
to shape his course via Cape Horn.
Cape Horn was rounded 107 days out.
In the meantime the Chinese cook had
been taken down with a severe cold,
and died on Nov. 11. Afterward a sea
man named Thomas King was taken
ill and died Jan. 12. Thomas Judge,
another seaman, was taken 111 with
cancer of the stomach, and later Mate
Stephen O. Hunker showed symptoms
of scurvy, dying Feb. 4, and George
King, an old man, died on the 9th. On
the 17th Judge succumbed, making In
all. six deaths.
One by one the old soldiers were
obliged to quit work, until, on March 1,
nobody was left except the second and
third mates, the captain and his wife.
All were wpII nigh exhausted, and
when a strong northerly gale sprung
up on that day the brave woman was
obliged to take tho wheel, and for
eight hours, without relief and with
out as much as a drink of water, she
kept the ship on her course. The pro
visions were running short, although
a supply had been obtalnd on Jan. 12
from the American ship Governor
Uoble, from New York for Melbourne,
when off the Island of Trinidad, and
the crew were left without other than
the barest necessities.
