the oounty oourt under the laws. The eon

the law provides liability for the county,

great. In the oity of Bombay the num
ber of deaths diminished during the week
ending Jan. 89, and the feeling nt that
place Is one of groat hopefulness. In the
olty of I'oonah, Bombay prasltlenoy, fifty
eight oases were reported, but a late ac
count Is to the eiteot that forty-eight
oaeei were announced in a single quarter
of the town.
Governor SatTdhurst reports that the
number of deaths from the plague at Ka
rachi readied 808 for the week ending Jan.
S2, diminishing to 178 for the week ending
Jan. 90, decreasing lu the two worst quar
ters of the town, but Increasing in the two
sections formerly least lnfeoted by the epi
demic It Is estimated that one-fourth of
the total population of the olty has left
Karachi on account of the plague. Tho
only deaths from plague reported from
Slnd, just outside, Karaohl, are said to bo
those of travelers. Generally speaking this
same thing maybe said to bo truoof other
towns of the Bombay presldenoy besides
tho oltles of Bombay and Poounh, with
the exception, however, of the towns of
Bundora and Coorla, nnd their suburban
vlllngos, and tho unhealthy placo of Bill
wandl, in tho Thane distrlot.

district of tho contrnl provlnco, having a
population of 1,600,000, finds the situation

ity, and real famlno exists. About 1,800

If tho work of relief had been properly ar
ranged oarller tho mortality would havo
boon less, as tho rains aro Increasing the
spread of disease. It will take three good
years to recoup the losses in that district
Tho poorhouses are a fair criterion of
tho condition of tho pooplo. Besides tho
professional beggars thoy nro crowded
with laborers, reduced to tho last stage of
skolotons. Tholr bodies are omaolated
and tho skin Is hanging in largo folds.
Othors havo swollen stomachs, tho slgu of
ncuto privation. It Is found that tho cat
tleman und ryots, or fleldworkers, usually
lusty men, are unable to do any thing, and
tho women aro in tho same condition.
Ono woman, who was lately confined,
has beon attacked with rheumatism,
caused by exposure, and is paralyzed. Her
baby is horrible to look nt Its limbs aro
about the slzo of pipe stems, and its
sunken eyes have a most piteous look. No
provision has boon made for these cases.
The minimum dolo of food Is only enough
to kcop body nnd soul together. It does
not sulllco to build up tho system again.
Somo horrible sights aro witnessed. A
man, with both legs oaten away, was a
mass of white scabs, and othors we're
nearly ns bad. Tho condition in tho dis
trict is tho worst yet seen. There is ur
gont need of funds. If seed Is not sown
tho pooplo will be utterly incapable of pro
curing food, and the conditions next year
will bo too awful to contemplate. Tho
food supply in tho district will soon be ex
