gress is perfectly competent to deal with the

bat certainly the present one has not done
anything to justify such an assertion.
The mineral output of Colorado in 1WB
was greater than in any previous year, which
shows that the talk about the destruction of
the mining Industry by unfriendly legisla
tion is not true as tu that State, ut any rate.
Thb decision of Judge Myers, of Kansas,
that the alien land law of that State does
not apply to the right of nay of railroad
corporations will probably put an end to the
Popullstic scheme to wreck one of tlie
priucipal railroads out there. This is an ad
ditional Indication that Kansas is coming to
her senses, and gotting ready to win back tho
creditable reputation of her former days.
It lias remained for Gen. lloraco Porter to
place on record one of Grant's best expres
sions. When Gen. Hancock made his assault
at Spottsylvania and captured a Confederate
division Rurnsido reported that his right had
lost its connection with Hancock's corps,
Grant replied in a note : "Push tho enemy
with all your might j that's tho way to con
nect."
It is said that Spain has sent nearly
200,000 soldiers to Cuba since the insurrection
began. Probably the insurgents at no time
in the war ever numbered a fifth or a sixth
of the enemies who confronted them.
Whether the defect in the Spanish military
character is tho stupidity of its ollicers or the
cowardice of itfl rank and file is hard to
ascertain definitely. Perhaps there is a good
deal of both. At any rate, it would be hard
to find in all history an instance in which an
army as dominant in numbers and equipment
as Weyier's is did as little work whicl
"counted" as that army has done in the past
tn el ve months.
At tho recent election Minnesota adopted a
constitutional amendmcntto tho effect that
no alien ahull hereafter exercise tho right of
suffrage until lie shall have been fully na
turalized ; and Texas decided that hereafter
no person of foreign birth shall voto in that
itate unless ho shall have been a resident for
one year, mid declared Ills intoution to be
come a citizen six months before the election
This sounds odd to Pennsylvaulans as the
law here is that a man is not a citizen, a nil
therefore not outitled to tho frauchiso unti
he has his full naturalization papers.
We are so constantly adding to tho numbei
of stars on our national flag that it has be
come a matter of inquiry what becomes of
the old flags when they are superseded by
the new. Already the azure field of tho stai
is crowded to teplotion, rendering it im
possible to add any more, without making
the flag ridiculous. Ilut the order for the
addition of the stars is imperative. They
must go on, even though at the cost of a
complete new set of standards. Now when
the number of flags bclongiug to the Govern
ment is considered, the cost foi tho new out
fit must be very large. Hut there is no es
cape from It. Privato owners of flags need
not comply with the order, but all Govern
ment flags will have to be changed, and it is
more than probable that in a year or two
other states will be admitted and changes in
the flags ordered.
Some of our newspaper growlers made a
great fuss because tho United States built up
a new navy. They said we didn't need a
navy. Time has demonstrated its use. How
could we guard the Cuban coast and shut off
all help from the men of that isUnd who are
fighting for liberty, if we did not have a
navy? The President is now sending enough
of our ships to the gulf to effectually shut off'
relief from Cuba. When the Cubans shall
have been subdued, and tho leaders shall
have been shot, and peace shall reign over
th bloody solitudes which once were popu
lous with men and women who loved liberty,
and were as much entitled to it as the Amer
ican rebels of the revolution, the star
spangled banner will be entwined with th
flag of Spall) to festoon the triumphal arches
erected in honor of Weyler, the butchor.
The statistics of new railroad equipment
built in this country iu 1690 show that we
have built more locomotives than in 1895
and very many more cars. Carrying com
parisons back two years, the increase both in
locomotive output and in car building are
very great. The figures presented by the
Kailroad Gazette show that we built this
year 480 locomotives more than in 1891 and
74 more thati last year. The actual number
of engines built in 1896 was 1,175, and in
1895 1,101 eugines. An interesting feature
brought out in this summary is the growing
importance of export orders. In 1890 309
engines were built in this country to exiwrt
to foreign countries, the engines going chiefly
to South America, but also to a coasiderable
extent to Iluasia, Japan and South Africa.
In 1801 only 90 engines were built for export,
and iu 1895 that number was exceeded, the
number built in 1891 having beeu unusually
small ; but still the growth reported Iu 1898
is of especial interest. Locomotive builders
in this country at present have orslers on
their books for 70 engines for Japan, where
most of the engines are of Kuglish make.
Thkbe is no more conclusively estab
lished fact than that the lumber supply
or the United States is rapidly decreasing.
