Remedial Legislation Must Come From
the Senate.
MANY HOUSE BILLS REPORTED !
The Most Important Measures Now onjthe
Calendar Are the Faclnc Railroad
Funding Bill and the Nicaragua
Canal Bond Bill.
Washinotox, Nov. 110. It Is not probn
bio thnt tho houso lit the coming session
at congress, which bcglnB next Monday,
can dispose of much of tho proposed legis
lation which oucumbor its calendars. I,tt
tlo la usually accomplished at tho short
Ecsslon beyond tho passago of tho regular
supply bills. Still, tho houso, with its In
strumentalities tor tho expedition of busi
ness, can accomplish a groat doal In a
brief tlmo. The question of legislation
for additional revenues for tho govern
ment will dopond on tho sonnto, to which
body tho houso scnttho Dlngloy bill nlmost
n yonrago. Should it bo impossible, or be
deemed Inexpedient, to press that moasuro
through tho sonnto thero Is, of course.
a possibility thnt tho proposal to lncrcnso
tho rovonuos by nn additional tax on beer
or tho Imposition of a duty on toa, coffee,
etc, may take tanglblo form, nnd If so,
such legislation jnust originate, under tho
constitution, In tho lower branch of con
gress. Thero aro on tho sovoral calendars of tho
houso 1,405 bills roportod from tho various
committees, and'tho proportion which will
pass at tho coming sossion must be neces
sarily almost Infinitesimal. Most of thorn
aro, of course, private bills (of which thero
aro 1,100), but thoro nro nlso 250 bills on
tho calendar on tho stato of tho union,
and 09 public bills on tho regular houso
calondar. Soma of those aro of very great
public lmportanco, and thoso interested
will no doubt do nil In their power to so
euro action upon thorn.
Tho powers lodgod in tho hands of tho
committee on rulos, which givo tho mem
bers of that committee control of tho
house program, will make that commlttoo
tho practical arbiter of what shall bo sub
mitted to the houso for its action. That
commlttoo Is composed, as at prosont con
stituted, of tho speaker, Mr. Hcndorson of
Iowa, Mr. Dalzell of Pennsylvania and
Mr. McMillan of Tonnessoo. Tho death
of ex-Spoakcr Crisp creates a vacancy at
tho head of tho minority of tho commit
tee, which must bo filled by tho speaker.
Tho names principally montlonod In con
nection with tho vacancy aro Mr. Bailey
of Toxas, Mr. Catchings of Mississippi,
Mr. Turner of Georgia, Mr. Klchnrdson of
Tennessee and Sir. Dockory of Missouri.
Tho bill which, in many respects, is
fraught at this time with most interest,
and which will press hardest for consider
ation, is the Pacific railroad funding bill.
Tho bonds guarantood by tho govornmont
are payable early In tho coming year, and
elthor an extension or a foreclosure stares
tho road In tho fnco. Forelghtycnrsfund
lng bills have occupied a good sharo of the
attention of congress. Tho present bill,
of which Mr. Powers of Virginia is tho
author, was reported shortly before tho
close of tho last, session. Everything will
bo dono by those Interested in it to securo
consideration. Tho frlomls of tho Nica
ragua canal are also bonding every energy
to socuro action on the bill reported by
Mr. Doolittlo, which provides for a guar
antee by tho United States of $100,000,000
of bonds for tho construction of tho canal.
Tho war claims oommlttco, which showed
fight on soveral occasions in tho Inst ses
sion, promises to renew their aggressive
ness this winter, cspoclnlly for tho passage
of tho claims awardod under tho Howman
act and the French spoliation claims.
Those claims, the formor omountlnir to
$03,45O and tho latter to $3,708,111(1, were
put on tno sundry civu mil at tho last ses
sion as a rider of tho senate, but the bl)l
was vetoed by tho president and they were
then dropped. Mr. Mahon, who is chair-
jnan of tho war claims committee, will
also pross tno 1'onnsyivaniu bordor claims,
-which havo boon ponding in congress for
years.
Uho Loud, bill, to euro tho abuses of the
law relating to second class mail matter,
of which newspaper matter is transmitted
at one cont per pound, and which has been
the subjoct of much criticism of tho post
olllco dopartmont because of the advantngo
taken of tho law In various ways for the
transmission of books and pamphlets,
will also bo pressed, as will tho Plcklor
sorvlco fusion bill, which has a favorable
position on tho calendar as n privileged
report.
Among tho other bills aro the Wads-
worth bill for tho creation of a bureau of
animal Industry for tho Inspection of
meat and tho regulation of tho transpor
tation of live stock, the Immigration bill,
tho Chiekerlng bill for ascortiilnlntr tho
feasibility and cost of a ship canal trom
tho great lakes to tho Hudson, sovorul im
portant publio laud bills, tho bills for tho
admission of the territories, and many
others of ospoeiul interest to particular
localities. There aro also boveral important
measures lu the senate which might come
up in tho house for consideration.
