preceding maternity a woman takes proper

this. The proper medicine is at 'hand.

makes them strong and healthy. It cures
all weakness and disease. It prepares for
maternity. It does nway with the dlscom
forts of the expectant period. It Insures
baby's health and makes its advent easy
and almost painless. Druggists sell more
of the "Favorite Prescription " than of all
other similar medicines combined.
"I am anxious to add my testimonial to your
' Favorite Prescription,' " writes Mrs. C. O. Bran
don, of Fort Grant, Oraham Co., Aril. "I had
been using iht ' frescrlptldn for several months

menced to use It. I feel 'fully as well as ever I
did In my life, tip to the very day when the
baby was born I did all my own housework; and
during confinement I had not the least symptoms
of fever. The 'ordeal' was nothing to what
X expected."
The woman who owns a copy of Dr.
Pierce's Common Sense Medical Adviser
i probably does not realize at once all that
ehe gave in exchange for it. There was the
price of $1.50. That paid for the large vol
urae of 1,008 pages. Then, as day by day
she looked into these pages, one by one she
Kave away her anxieties for her family's
health. She learned how to make her chil

ing of her own weaknesses, she learned the
causes and the cures. 680,000 copies have

Vasii.ix()to. Nov. 23. Secretary Mor
ton In his fourth untuial report, just imido
public, shows thnt with 2S0,(J00 which
inny 1) nnvoil from tho nppi'Dprliillons
for tho current flscnl year, thero will
ktvo lecn covoreil Iwick Into tho train
ury lnco March 7, 1833, over (3,000,000
out of total appropriations of $11,170,
455.45. That this (treat economy was affected
without any loss of ofllclnncy ho attributes
in a larRo degree to tho Improvement In
tho pcrsonnol of'tho forco unilor civil ser
vice rules, which ho doclaros to 1m "abso
lutely lndlsponsablo to tho maintenance of
an economlo and efllclout ndinlnlstratlon
of the public sorvlco.
To comploto "tho already almost perfect
system of civil servlco" In his department
tho secretary rocommonds tho appoint
ment of a pormanont director in charjio of
bureaus and scientific investigations. Tho
chiefs of Rclontlflo buroausand their assist
ants, ho doclaros, aro not adequately com
pensated, and strongly rcoommonds that
tho salaries of this class of employes bo
lucreasod.
Tho inspection of animals Intended for
food Is treated of nt length, and stress Is
laid upon tho Increased ellleioncy of tho
work duo to tho oxtonslon of civil sorvlco
rulos, which has boon very rapid in this
sorvlco.
Mr. Slortoti urgos strongly that govern
ment Inspection should bo oxtendod to
nil animals Intended for human food,
whether for consumption In tho United
States or abroad.
Tho cattlo and moat trado of Great
Britain la reviewed nt. length. Of live
meat arriving In tho United Kingdom
during tho first six months of lS'.tt, tho
United States supplied 75 per cent, of the
cattlo and 45 per cent of tho sheep. Tho
report shows a steadily Increasing demand
in England for American horses.
Reviewing tho work of tho wcathor
bureau special stress Is laid upon tho
vnluo of the mauy timely storm warnings
which have been Issued by tho bureau.
During tho yoar tho dopartmont Issued
37(5 publications, mainly for gratuitous
distribution. Tho aggregate number of
copies printed was 0,5(11,700. The publica
tion work has grown enormously during
tho past few years, and increased appro
prations must bo provided, but tho secre
tary declares that neither the dopartmont
of agriculture nor tho government Itself
can continue for tho noxt flvo years to In
crease its publications for gratuitous dis
tribution in tho samo ratio us for tho last
live yoars without disbursing millions of
dollars.
Tho socrctary again takos occasion to
oxjiresshls opposition to tho gratuitous
distribution of seeds, anil to express tho
hopo that tho practlco will be dlscon- i
tinned. I
The report coneludos with n comprohon- I
slvo review of tho condition of American ,
farinors. I
Sovonty-two per cont. of tho farms in
tho United States occupied by their own- I
ors aro absolutely free from mortgugos or I
other incumbrances. Tho secretary ro- j
futes tho idoa prevailing that tho farms of I
tho west and south aro more heavily bur- !
doued with mortgages than those of tho
east and northeast. States along tho north
Atlantic, ho says, nro quite hoa ily Incum
bered with farm mortgages, and Now Jor
soy carries a debt of this kind greater In
proportion to Us farm valuations than
any state In tho Union.
Tho frequent claim that tho farmers aro
almost universally In dobt, despondent
and sufforlng, ho doclaros to be without
any foundation, a belittlomeut of agricul
ture, and an Indignity to ovory Intelligent
nnd practical farmer. Tho tanners aro
not mendicants nor wards of the govern
ment, to bo treated to annuities, but tho
representatives of tho oldest, most honor
able, most ossontlal occupation of tho
human race, upon which all othor voca
tlonsdcpend for subslstoncoaud prosperity.
"Legislation," ho says, "can nelthor
plow nor plant. Tho intelligent, practi
cal and successful furmor needs no aid
from tho government. Tho Ignorant, Im
practical and lndolont farmer doserves
none. It is not tho buslnoss of tho gov
ornmentto legislate In behalf of any class
of cltlzons because they aro engaged In
nny speclflo calling, no mutter how spo
clllo tho calling may bo to tho needs and
comforts of civilization. Law makers
cannot oraso natural laws nor restrict or
cUace tho operation of economic laws'
Referring to tho stress of competition
which tho American farmor is compiled
to onduro, Mr. Morton calls attention to
tho nearly 2,000,000 farms of olghty aores
each given away by the government un
der tho homostead act of I860, during tho
past thirty years, aud to tho amount do
uated under tho tlmbor culture law,
equivalent to over 550,000 more farms of
tho same size. Lands long tlllod and ren
dered partially infertile, could not, ot
courso, enhance in value and sell In com
petition with virgin soil donated by tho
government.
During tho fiscal yoar Just ended tho ox
ported products of tho American farms
aggregated fo"0,000,000, an increase of $17,
000,000 over tho preceding year. Iusplto
of this there wus a falling off in tho per
centage ot agricultural products exported
to tho total oxports, but this was duo to
tho unprecedented sale abroad of Ameri
can manufactured goods. Tho largest
market for our products Is admitted to bo
tho home market, but tho export trade is
the regulator, tho balance wheel for
domestic trado.
It fojlows that tho iutorost of the man
ufacturer, as well as of tho farmor, is
found in tho most rapid possible Increase
ot the oxport of farm products. General
prosperity doponds absolutely upon agri
cultural prosperity, and nny commercial
system which will iucroaso with celorlty
nnd oxtond'.wlth certainty tho oxport of
our farm products will bo of tho utmost
ndvnntago to agriculture aud nil those in
terested iu its prolltnblo expansion.
"It is," tho report concludes, "jirobably
quite safe to doolare that at least two
millions of American workmen on farms
and in factories, subsist almost wholly
upon employment based upon foreign de
mand for American commodities. And
in this contest for focdlng and furnishing
mankind notwithstanding theflorco com
pttltlon which It moots nil over tho globo
Aiuorlcau agriculture, manufacture and
commerce nro steadily saining more
trado."
