that sho was fitted with water tanks on
each etdo of tho cabin, which woro con
nected by plpos, so 11s to obtain n shifting
water ballast.
Mr. Gould snys In his communication
that tho yachting season has now ended,
and boforo returning homo to America ho
feels It his duty to sond this communica
tion. Ho hnd hopod nil summer, ho says,
to recolvo a letter from tho Yacht ltnclng
association whloh would hnvo mado tho
communication unnecessary.
After pointing out that tho construction
of tho wntor tanks on tho Nlngarn wero
vlsiblo to tho oyo and known to many
members of tho Yacht Hnclng association,
nnd thnt Niagara had rucod throughout
18D3 unquestioned, Mr. Gould tells of tho
visit of tho commlttoo to his yncht with

Kemp, secretary of tho association, notl

Mr. Gould's answer to Secretary JIiSup's
letter Is In part as follows:

rules. Howovor, for tho sako of harmony.
am willing to mako any change that
will moot tho approval of tho committee,

Dixon Kemp's reply to this suggests the
removal of tho connection and a separate

After citing this correspondence, Mr.
Gould's communication to tho association
continues:
'Had I been communicated with prior
to this discourteous visit I would gladly
hnvo established, tho facts that Niagara
was measured with tho tanks empty; the
water in tho tanks was never used fur
shifting ballast, and It would bo Imprnc-
tlcablo to advantagoously uso the tanks
for such purposos.
"My objection is not to tho fact of the
examination having been mado, but to
tho niodu of proceeding. Desplto this ac
tion of your committee, and to prevent
further unjust suspicion, and In tho Inter
est of harmoiit I mado tho alterations,
severing the plpos between tho tank, much
to tho discomfort of tho crow by lessoning
their water supply.

tion I cannot but consider that the courso
pursued is not only discourteous, but is

Mr. Howard Gould stated In an inter
