annual encampment of tho Grand Army
of the Ilopubllo oumo to nn ond yesterday
after ono of tho most successful meetings
since the organization was established
in Illinois a few months after tho closo of
tho war. On tho largest day the number
of out of town visitors ranched almost, if
not fully, 20(1,000, nearly 60,000 of whom,
however, come over from Minnenpolls to
see the Grand Army parade.
Major ThaddcusS. Clarkson.of Omaha,
Nob., was elected oommaudor-ln-ohlcf by
aeolamatlon. When nominations wero iu
order tho following candidates were pre
sented to the encampment: Major Thad
deus S. Clnrkitou of Nebraska, John O.
hlnchan of Now Hampshire, I). It. Itallou
of Khodo Island, Itoor Admiral Htchnrd
W. Meado and Souior Vlco Commander-in-Chief
Hobsou of Kentucky.
Thocloctlon of Clarkson was forecast
by tho outburst of npplauso which greeted
his nomination. Tho friends of tho other
candidate reallzod tho hopolossuoss of tho
situation, and accepting it with tho graco
of good oomradohlp, Ballou, Ltnchnn,
Moade and Hobnon withdrow In favor of

Fonato chamlier, the supremo court quar

and the hall of tho house of representa
tives. LI left his chair only while examining
tho pictures In tho rotunda, demanding
to bo returned to it when tho party
started out. "My logs are not so strong
as yours," ho said to Mr. Foster when the
latter suggested that ho might walk Into
tho library, in an adjoining room. Id
woro his famous yellow jaoket during tho
tour, and was followed by his personal at
tendants in tho order of thoir rank.

ister and his household, LI Hung Chang
and Minister Yang Yn retired for a pri
vate conference, which was somewhat ox
teudod. Then there was a gonoral recep
tion ond fraternizing Ixitween tho mem
bers of tho visiting ombassy and those of
tho logution, and at noon tho viceroy and
his sulto wero ontortalnod at luncheon in
tho ball room.
Tho viceroy was seated upon a carved
divan elevated at tho ond of tho room, and
tho other guests wero seated at small ma
hogany tablos, In regal mahogany chairs
upholstered In red and gold satin, and
decorated with tho Chlnoso standard em
broidered with romarlcablo perfection. Op
posite, and concoalod by 11 screen, wero
soveral music boxes, and during tho
luncheon well known airs wero played iu
harmonious succusslon. Tho luncheon
party wus composed ontirely of tho gen
tlomon of tho higher rank In tho party of
Li Hung Chang and tho Chi neso .legation
at Washington.
Apparently the vieoroy enjoyed his visit
to tho legation, and Minister Yang Yu
must have mado it very ngreenblo for him,
for It was nearly 2 o'clock b.efore Li Hung
Chang returned to tho hotel. Ho was
tired and was pormltted to tako a siesta
without Interruption, notwithstanding
tho fact that many jicrsons had gathered
in tho salon nuxlous to greet him. It was
intended that ho should visit tho Wash
ington monument In tho afternoon, but
when ho arose a call was mudo upon Sec
retary and Mrs. Carlisle, and at their
homo tho ambussador remained so long
that there was barely tlmo to hurriodly
drlvo around nud leave cards at tho homo
of tho cabinet officers who are now In
Washington boforo tho official day had
expired.
LI Hung Chang was entertained at din
nor last night by ox-Socrotnry of Stato
John W. Foster, tho guests including
threo uicmbors of tho cabinet, Secrotarios
Carlisle, Lamont and Francis, tho commander-in-chief
of tho army and soveral
notables In official circles. Dlnnor was
given at tho Arlington hotel, thrco largo
parlors being used for tho occasion. Tho
docoratlons wore of tho most elaborate
character, tho long tablos showing great
clusters of American boauty rosos, yellow
asters, Chinese asters and goldon rod and
ferns, thus combining tho characteristic
colors of tho two countries. Tho United
States Marino band was stationed in ono
of tho parlors, and through tho ingenuity
of Conductor Fanciulll, playod Chlnoso
as well ns American airs whllo tho dinner
proceeded.
LI Hung Chang was escorted on tho
arm of General Foster to tho post of honor.
To tho right of tho oarl sat Secretary Car
lisle nnd to his left Justice Harlan, of tho
Fupromo court. On Mr. Foster's right sat
tno Uhlnoso minister, Mr. Yang Yu, and
on his left Minister Itomero, of Mexico.
Tho menu was slmplo but elegant, lack
ing, howovcr, any dlshos of distinct Chl
noso character. It was prepared by tho
American cooks. Tho distinguished guest
had taken his dinner before tho event of
tho evening, and partook but very spar
ingly of what was before him and merely
touched tho champnguoto his lips.
At tho conclusion of tho dluncr Mr.
Foster made a few romarksexpresslng tho
gro.it pleasure of tho company at tho visit
of LI Hung Chang to tho national capital
and other prominent cities of tho country,
and regretting that his public and urgent
duties made his stay so short, as he wns
about to uudortnko tho resumption of lus
long Jouruoy across tho continont and
over tho great ocoan, and tho cumpuny
hearttly joined in wishing him a safe
jouruoy and n continued llfo of usefulness
to his country and tho wholo world.

civilisation, but as tho moans of enlight
ening tho millions I represent, facilitating
the Introduction of these vory means and
ends of civilization Into China, and amal
gamating tho oldest "civilisation of the far
oast with tho most modern ono of the ex
treme west.

the Hon. John W. Foster, In his manifold

The dinner lasted probably an hour nnd
nfter it was over the guests remained nn
othor hour or more In social conversation,
