Tho annouuoemont that tho president

Inpton, tnoro bocauso of tho Middonnen
with which it followed on tho heels of tho
announcement of Mr. Smith's retirement
than beoauso of tho selection. The rea
sons for Secretary Smith's voluntary with
drawn! from tho cabinet wcro understood
9 soon iisthonnnouncoinotit wasiuado on
Satunlay, and It was naturally oxpoctod
that, ns ho had retired Imcausu lie felt
obllfrod to support the nomlnoes of hl
party ut Chicago, hla BUccos.or would be
In full harmony with Mr. Cleveland on
tho money quostlon. There was a feeling
also that tho prosldont would probably
soleot Mr. Smith's successor from tho mid
dle wost, as tho south was already woll
represented lu his olllcial family.
Speculation, therefore, went f'o Missouri,
Indiana and Illinois, and the names of ex
Govornor Francis, ox-Coiiressmaii Hy
niim and others naturally suifgetod tliem
solvos. Governor Francis took a strong
stand in favor of the gold standard lu tho
preliminary- battlo for delegates to tho
Chicago convention, but ho and his asso
ciates wore disastrously beaten in his state.
During tho convention ho wns nlo very
active- Slnco tho convontion ho has, it is
said by his friends hero, given no public
utteranco as to his position with rog.irdto
tho Chicago ticket, and so far as known
has not, nt least actively, allied hinelf
with tho movement for the Indianapolis
convontion. Governor Francis through
out his political career has been a strong
supporter and a warm friondof Mr. Cleve
land and the administration. It is re
called that when Mr. Cleveland was at
Lakowood making up his cabinet prior to
entering upon his second term ex-Governor
Franrls was summoned there, and
thero was a strong impression for a time
that ho would lio given a portfolio.
Ho had been mayor of St. Louis and
twlco governor of Missouri, and bi-foro
Mr. Cleveland' nomination lieyiinea cer
tainty wns prmsed for tho presidential
nomination. At the time ho was talked
of for a oabinet position it wns said that
ho had Ikt-ii bitterly opposed by a fartlon
in his state, and that a remonstrance
against his selection was forwarded to
Mr. Cleveland. Governor Francis is well
known In Washington. Ho ha boon hero
frequently and Is exceedingly popular. Ho
was hero only a few days ago and It wus
thought when lie left that he had gone to
Gray Gables. Dospito the high honors ho
has already achieved ho is still a compara
tively young man, in tho nighborhood of
50, strong and vigorous, of sunny tempera
ment mid goulal disposition. Althouifh
taller In stature, he somewhat ro-emblos
Secretary Morton In personal appearance.
Ho has a llorid complexion, sandy hair
and moustache. Kx-Govornor Francis Is
said to bo a man of nonsldcrablo means.
Ho was said to lie n millionaire it fowyours
ago.
Secretary Smith ovlncod tho greatest
suti-factlon when ho heard tho name of
his successor. Ho said: "I have tho pleas

with Governor frauds, and estoom him
most highly. Ho is a man of marked abil
ity. Of courM) I feol a deep Interest In the
department, and I don't know any ono to
whom I would more willingly turn It
over."
Many of the friends of Secretary Hoke
Smith, both within and outside tho de
partment, called during tho day to oxpross
regret at tho coining departure. A num
ber have sent communications to the sec
retary expro.i-.ing similar sentlmoiits. Sec
retary Smith has made no plans looking
to participation in tho canvass of the stato
