o'clock.
The groat body of wnter toro down tho
valley with a roar that was heard abovo
tho noise of the storm for miles awny. For
tho first two milos there wero no build
ings near tho river, and tho water poured
out on tlio marshes nud plains. At Korost
vlllo, four miles bolow, peoplo living near
tho river wero obliged to abandon tholr
residences, and tho wnter broko into tho
lower storlos lu many cases beforo tho In
mates wero out of bod. Tho roar of tho ,
flood aroused families for miles around,
nnd many peoplo whoso houses tho flood
had not reached packed up wlat uflccts

Tho highway bridges on nearly nil roads
crossing tho Poquaback wero swept away.

badly damaged. Tho streets of Bristol
and tho villago of Forostvlllo wero badly
washed In many places. Tho Now Eng
land roadbed wns undermined in many
places, and wrecking crows wero at work
all day. It is estimated that tho town of
Bristol will loso from 50,000 to ST5.000 by
damage to tho bridges and roads.
A bad freight wreck occurred near For
rcstvlllo. Tlio englno of a special freight
ran Into n washout and was capsized.
Seven cars wero smashed to atoms and ouo
of tho trainmen badly Injured.
Tho storm in Wiusted and othor sections
ot Litchfield county was very severe. Tho

Whitehall, N. Y. Tho water In tho

ings along its banks. The bulkhead and

tho footbridgo across tho San form dam.
Tho collar of tlio city buildings wns
flooded with six foot of water. All tho
mills were badly duningod. It wns necos

Saratoga, N.Y. During tho storm threo
dams at Schuylervlllo nnd all tho bridges

feet deep on several streets hero. Saratoga
lake has risen threo feet and Loughberry

Dover, N. H. Tho Cooheco river is now"

houses which border on tlio rlvor are sub
merged. Fonda, N, Y. Tho Mohawk river has
overflown its banks nt this point. Tho ice

Springfield, Mass. All western Massa
chusetts suffored hy floods yesterday, tho
great nud sudden thnw causing tho rivers

South Bethlehem, Pa., March 3. A
cowardly attempt nt nssassiuntlon was
made horo. Whilo Mrs. John Manjora
nnd hor threo children woro seated in tho
kitchen of their homo a bullot was fired
through tho window, shattering tho sash,
hitting tho kltchon stove and falling on
the floor. The bullet just grazed Mrs.
Maujora's head, nnd sho fainted from
fright. After firing tho shot tho would bo
nssnssln fled. Sovoral people saw him run,
but cannot give a description of him. Mrs.
Muujoriv knows no reason why any one
should desire her life.

Furthermore wo did not want to Inllucneo
thoso under his authority, through their
loynlty nud steadfastness to us, nor have
it said that wo hnd proved faithless to a
trust reposed in us so far as administra
tion wui concerned. We had noalteruatlvo
Imt to accept our dismissal, which closed
our allegiances aud negotiations with
London.
"We cannot, however, closo our oyo3 to
tlio fact that wo havo another allegiance

our lives and influences to please our

"Seeing that tho people of the United
States of America, iu an ui gent and un
mistakable manner, havo voiced their do
slro that wo should inaugurato a move
ment affording us an opportunity to con
tinue our labors for the uplifting of the
unchurched aud uuchriitiau people of our
country, aud as there appears to bo no al
ternative between this course and retiring
from public service, wo havo decided on
tho former courso of action. It Is furthest
from our desires that such a now and in
dependent movoinent should bo hostile to
the one wo have labored so long and so
hard to upbuild. Wo shall probably have
but a small beginning and gain step by
step.
"Wo cannot nt tills juncture givo tho
date when wo shall bo able to commence
public work. Indeed, it will bo seen to bo
yriso to do nothing in hasto, lest it should
bo ill done, but to do all with forethought,
that it may be well aud permanently
done.
Kx-Conimander Booth and his wife have
also prepared a statement, which thoy
will send to tho mcmbors of the Salvation
Army throughout tho country, lu the
course of which they say:
"Jinny havo talked, othors misjudged,
nud still moro misrepresented. Your com
missioners iu New York havo tho vuutngo
ground of headquarters, tho public plat
form and the volco of Tho War Cry.
Hence this is tho only medium of reaching
you.
"Wo aro not today outside tho ranks wo
lovo becauso of unwillingness tosurrender
our commands or leavo tho country. It
has been, and Is still stated repeatedly
that wo 'refused to obey orders,' aud hence
wero untrue to tho primriplus wo had boon
taught. Tills is entirely false.
"Tho obedlenco of other commissioners
is quoted by Loudon against us, but hnd
other commissioners been turcod into our
position they, too, would havo conscien
tiously had to writo their inability to ac
cept another command. Our letter to In
ternational headquarters of Jan. 31 stnted
that wero wero going quietly through our
farewell, but that for certain reasons wo
could not feel freo to enter upon another
command. Wo wero open to bo written
to upon theso reasons, and had promised
to tako no preelpltato action, but they im
mediately adopted a policy of haste and
coercion, nnd would givo us no tinio for
correspondence or thought.
"Wo folt bitterly the fact that tlieso or
ders came at a tlmo when thoy in London
know that thero woro dillicultlos llko a
very checkmato to our lives. Tho lettor
we wroto lias boon called a resignation,
but it was in truth n statement of tho
situation nnd our reasons. Wo, therefore,
ropont that wo nru In our present position
not through disobedience of orders es
pecially us no orders other than that of
giving up our command hnd boon recoived
but from tho fact that thoy peremptorily
took tho situation in their own hands
nnd forced us out.
"Tho International headquarters did not
wait for a mall to answer our lotters, but,
repeatedly cabled, and almost immediately'
sent threo representatives, unannounced,
to deal with us. Thoy wanted to forco us
to nn immediate decision to go to England
within threo days. It became painfully
ovident tons that our presence in Knglaud
was desired that wo niiglitbo reprimanded
on tho misrepresentations thoy had ac
cepted. In the placo of calm and loving
persuasion they spoke with bitterness,
threats aud cutting insinuations as to our
motives. Wo could not comply with tho
conditions forced upon us."

nddross, lu spite of the fact that her volco
was hoarse from tho recent discourses sho
