EVENING HERALD WEUNKSDAY, FEBRUAIIY 12, 1800. Shoving tlie Queer. Yesterday afternoon n Hungarian walked into tho post otlico and asked Postmaster Mcllct to chango a ten dollar bill for liiin. Mr. Mcllct took and scanned tho liill proffered and, in a deliberate and soverotone, with a sharp look over his spectacles at tho man, demanded, "What do yu mean by trying to pass upon tho government a $10 Confederate hill J" Such was its character. The Hungarian stammered something in broken English about not knowing that tho bill was no good and hurried out of the office as quick as his legs could carry him. Mr. Mcllct retained tho bill, and still has it. Two or thrco friends of tho man havo since called upon tho postmaster and assured him that the character of tho hill was not known when it was offered. Tiieir solicitation in tho case was duo to a fear that steps might be taken towards a prosecution. While in this caso tho ono who proffered tho bill may have been perfectly innocent and probably a victim of somo imposition, it is nevertheless a fact that many people in tho foreign classes, and somo of them by no means of no im portance, aroinclincd to "plunge" in Irregular tenders and somo who get their hands on a stock of such tenders Mud a market for them. Ono very prominent foreigner had tho audac ity fo boldly ask ono of our leading citizens not long ago whero ho could buy somo "eounterfix" money. Of course, tho design ing class depend upon tho plea of ignorance of tbo customs and languago of the country, but'somo day ono of them will get in such a position ho will learn that ignorance of tho law is not a plea that will pass fire. It is at tboKamo timo no doubt very true that much of th'o 'Confederate money' in tho hands of tho foreign classes in town (and thcro Is con siderable) has been obtained through bona lido ignorance BIG. Committee of the School Hoard ltccoin. liirnd the Krecflon nf Otic The Hullding and liepalrs and Financo Committees of tho School Hoard held a joint session lut night to consider the question as to whether another school hullding ihould he orectcd. Superintendent Whltakcr was present and made a very exhaustive report and address upon the present condition of tho schools ns bearing upon the capacity and attendance and tlic outlook for the future. He showed that by careful computation tho increased attendance under tho compulsory education law will be from COO to 700. As tho schools are nuw crowded moro room will certainly bo required during tho ensuing year. Several members also spoke and It was eventually resolved that a report ho submitted to tho School Hoard recommending that a building be erected on tho White street property recently purchased from Charles E. Tittuan. N'o rceomruendattou was decided upon as to the si.o or design of tho building, nor ns to tho cost. In talking upon the subject to-dny 'with a Hl.n.W.D reporter, Mr. T. R. Edwards, who Is a member of both committees, said : "I think it is absolutely essential thatnur'School Board should orect another school building which will accommodate at leastSOO children. The Compulsory Education bill,- which should be enforced for tho good of tho child, as well as tho nation, will certainly increaso our attendance and at present woaro crowded and paying rent forono building. There isnot another town in tho county which has such a foreign population as wo have, and many df them cling to their own customs and cannot speak the English language. I do not think tho problem of educating these children has been fully solved. Tho Poles and Lithuan ians aro becoming an important factor in our schools. In fact, nearly one-fifth aro of tho Slavonic race, and a largo majority aro bright and intelligent, but many come to school unable to speak on6 word of English. At present thoy aro crowded into a room with 50 or CO others, and it is utterly im possible for a teacher to givo them the time and attention which thoy should have ; consequently they aro In tho lower grades too long and hinder tho progress of other pupils." "Such children," continued Mr. Edwards, irrespective of creed, casto or color, should havo all tho advantages our public school system affords; and if it becomes necessary to erect a building to accommodate them, or employ teachers who havo mastered tho foreign languages, I will certainly givo it my earnest support." Mr. Edwards seemed to warm up on tho subject as ho asked: "Why not give such children who may never havo tho privilego of entering a High school a teacher who can understand their native language, and thus assist them, as well as give tho children of I moro fortunato circumstances a teacher I thoroughly conversant In Latin? Wl would think of asking our High school pupils to learn Latin without a teacher? And yet we have, so far, asked many children to learn tho English languago without know ing how to do it, "and without moro school buildings and teachers it could not bo other wise. Tho hopo of our town, stato and country depends upon tho education of tho young of to-day and it is practicable to mould and mako good citizens out of this foreign population. Shenandoah can and should bo willing to do her part, and I think tho peoplo will do it."
