claim this is his plan of campaign, that ho

ible, but tho insurgents aro destroying all
bridges, railways and plantations behind

marked by a blackened swath of smoking

will havo a very difficulty task to push on
after their fleet footed enomles.

mittee, the plan being announced lo the
Democratic members for tho first tlmu, al
though they were familiar with thotletalts.
Tho bilbi wero formally adopted as committee-measures,
mot Inns to lay them on
tho table being overruled by party votes.
Knch bill was read by sections and mo
tions were made by tho Democrats to
strike out each section, which, of course, i
fulled to carry. It was voted to give today '
to tho consideration of tho tariff bill bV
tho houso and tomorrow to tho bond bill,
with n voto on each at tho end of tho day's
dobato upon it. The Democrats endeav
ored to hccure threo days' debato; to gain
a postponement of two or threo days in
which to study tho probable effects of tho
measures If enacted; also to havo the
bond bill debated before tho tariff bill
but tho Republicans adhered to their orl;
lnal arrangements.

that the bills wore not framed ns a K

according to tlio president's message and

seemed most expedient.
Air. Dlngley laid particular stress on tho
assertion that the llrst bill did not consti
tute, and was not intended for a revision
of tho tariff. Consequently there was no
.necessity for a long discussion of tho bill.
Tho Wilson net had boon takon as tho
basts for the tariff bill. An estimate of the
probable increase of revenue to bo dorlved
from tho tariff bill had been made, based
on importations under tho Wilson act In
1891. This showed a probable Increased
rovonuo of $10,000,000, which about
equalled tho dellcit of tho past year. It
was estimated that $13,000,003 would bo
derived from tho increaso on raw wool,
$14,000,000 from manufactured wools and
$14,000,000 from tho 15 por cent, horizontal
advance on othor schedules.
Tho Republicans had waived their pro
tection principles for tho timo in prepar
ing thoso bills, Mr. Dingloy said, "so thoy
hoped that President Cleveland would
walvo any antagonistic views that ho
might hold and sign tho bills."
Ono of tho Democrats asked why tho
Republicans had not gone to tho full ex
tent of tho McKlnloy bill, to which Mr.
Dingloy replied that thoy would do so If
they hud tho power.
Tho Domocrats, on their part, contonded
that tho offect of tho bond schonio would
bo to rotlro tlio greenbacks by holding them
In tho treasury, aud said tho Republicans
proposed to do indirectly just what the
presidont had recommended and what
thoy (tlio Republicans) denouueod. Tho
tariff bill, they claimed, was a strictly lto
publlcan moasuro,and a measure for which
President Cleveland had not askod.
Mr. MoMillln assorted that thoro was no
need for additional rovonuo, as tho treas
ury statemont showed a cash balance of
$170,000,000.
Mr. Dingloy replied that $70,000,000 of
this was in grcoubacks, which had not
como in ns rovonuo, but had been re
deemed by gold. Tho Republican plan
would provide for tho expenses of tho gov
ernment without oncroachlng on tho gold
reservooromploylngredeomed greenbacks.
Amendments wero offered by Mr. Tur
ner to strike out tho second section of tho
bond bill, providing for treasury certifi
cates of Indebtedness, and by Mr. McMll
lin to mako theso certificates subject to
taxation, as aro greonbacks and other cur
rency. Both wero lost, but Mr. Tarsnoy
voted with the Republicans against Mr.
Turner's amendment.
Chairman Dingloy made thoi following
statement last night:
"Tho rovenuo bill Is not Intended to bo a
tariff revision, but simply an exigency
bill to rnlso about $10,000,000 of rovenuo to
meet tho dellclenoy. Tho mnln object Is
revenue, although incidentally the In
creases will help American Industries to
borne extont. Tho bill is limited to two
and a half years, the expectation being
that by thnt timo tho Republicans will bo
in full power and ablo to revise tlio tariff
on their own linos.
