Cities The Difference Between Clilcafo
and. Philadelphia.
Philadelphia, Deo. 0. The subject of
electric lighting occuplod the entire session
of tho senate Investigating rommltteo yes
terday. Professor William Marks, pres
ident of the Edison Eloouic Light com
pany, told, of the difficulties tho company
has oxperlonced in obtaining privileges
from tho city. One of tho llrst statements
made by Professor Marks created a sonsa
tlon. It was to tho effect that Philadelphia
should not pay more than thirty cents per
aro light per night for lighting In tho old
lty limits, each light to burn eloven
hours.
Continuing Professor Marks said the
business of furnishing clcctrlo Illumina
tion should be conducted so as to bring a
commercial profit of 0 or 7 por cent. He
would bo willing to supply nil of It, 5,300
lights In Philadelphia, nt 109 per lamp
annually, If ho could obtain that price, or
ovou reduce It to $100 per lamp if necossary.
The Edison Electrlo Light company had
not bid on tho contracts for city lighting
becauso It was forbidden from so doing by
n clause Inserted In tho ordinance of April,
6, 1805, authorizing tho Edison company to
uso tho streets of tho city. Tno nrst sec
tion of that ordlnanco contained a proviso
forbidding tho uso of tho Edison system of
underground conduits for tho transmis
sion of curreuts for electric lighting. The
Edison company finally leased Its rights
from tho Ponn Electrlo Light company,
which had the franchise).
Arthur H. Lea was recallod to tho stand
and asked to stato tho average cost por
light In tho city of Philadelphia- per an
num. Ills reply was that each light cost
$159.03. Ho also said that direct Informa
tion from tho department of public safety
showed that thoro aro 0,823 electric lights
In the pity. Ho was thon asked tho names
of tho directors of tho West End company,
and ho said tho board was composed of
Charles A. Porter, Albert Baltz, James
M. O'Brien and James Scholl.
He also found that the Northern Electric
Light company's torrlto'ry had beon divided
between tho Brush, Manufacturers' and
Kensington companies. He made n com
parlson between Chicago and Philadelphia,
and found that Chicago charged $00 a
lamp, and Professor Parsons hnd figured
It out that tho city pays over $1,200 In ox-
cess of what it should pay for its lights
At the conclusion of tho session tho In
vestigation was adjourned until Wednes
day next.
