branch of cordial endorsement by congress

Tho llrst formal speech of tho session
was matio by Mr. Allen, of Nevada, on
Cuba and tho Monroe doctrine. It was
read from manuscript, and was lacking In
tho spirit expected In tho treatment ol
theso quostlons. Mr. Allen urged the
recognition of tho Cuban insurgents, tho
annexation of Cuba and a strong foreign
policy. Tho Influx of bills continued, sov-
oral hundred being nddod to thoso already
Introduced.
After the senate Republican caucus ad
journed yestorday tho discovery was made
that one of tho sonato rules allows tho ap
pointment of tho members of tho commit
tee, except tho chairman, by a plurality of
tho votes cast. Tho rulo has become prac
tically obsolete, but Its oxlstenco presents
a most Interesting phaso of the situation.
Under It tho Republicans can olect the
members of tho committee, except tho
chairman, becauso they iiavo beyond a
doubt a plurality in tho sonato, unless all
tho Populists should vote with tho Demo
crats against them.
Members of tho houso who havo boon
closeted for brief times with Mr. Uecd do
claro that they havo no knowledgo ns to
what tho speaker Intends Jo do regarding
committoo appointments. A constant
stream of visitors havo been received by
Mr. Reed, but they havo emerged with a
paucity of information. Thoy say tho
speakor listens to nil thoy tell him about
tho commlttcu places which they think
should bo allotted to themselves and their
friends, and then says that thoru is plenty
of tlmoyot, and ho will glvo tho mattor his
most careful consideration. Not oven by

It is said on good authority that Mr.
Reed has slated but fow of tho many new
members for tholr positions yot; that he
Intends to meet them first and tnko their

Mr. Reed has told certain members who
havo been preparing resolutions touching
upon foreign affairs to confer with Mr.
Hitt, of Illinois, and obtain his vlows bo
fore they introduce tholrrosolutious. Thoro

it has been a foregone conclusion that tho
chairmanship of foreign affairs would fall
to Mr. Hitt, the only possible obstacle be
ing tho foar that his health might not per
mit him to take up tho work. Until tho
committees nro announced it is probable
that tho houso will adjourn ovor two days
sovoral tlmos for lack of anything to do,
following tho usual course at tho begin
ning of a congross.
Goneral Bingham will undoubtedly lead
tho members of tho Philadelphia delega
tion in the amount of legislation he will
introduce at this sosslon. Ho Is preparing
bills for ro-onaetmont In tho clauses of tho
McKlnlcy tariff, restoring tho duties on
wool, on woolon manufactures, on tin
pluto and on pearl buttons.
For tho increase of tho circulation of
national banks, which,inoffcct,reduces tho
tax on circulation from ouo to ono-quartor
of 1 per cent, and lncroasos tho circula
tion to par valuo of tho bonds deposed
with the governmont, this Is in accord
ance with the old Republican policy.
For the conversion of tho greenbacks
and tho treasury notes now outstanding,
with 2 por cent, bonds, interest payablo
quarterly, to be oxchungenblo and ro-ex-chnnguablo.
Ho will also introduco tlirco bills affect
ing the League Island naval station.

community aro superstitious and ignorant,

doctors say tho deaths are tho insults of la
grippe In vlolont form, and that there Is no
poisoning. The disease Is spreading, and
unloss the negroos can bo induced to tako

before the epidemic is stopped.
Shoemaker May be Disbarred.
Philadelphia, Deo. 5, William A.
Shoemaker, of counsol for H. II. Holmes,
tho multi-murderer, was brought bofore
President Judgo Thnyor yesterday on a
charge of subornation of porjury, The
specific charge is presenting a fraudulent
affidavit In support of a now trial for
Holmes. Tho accused lawyer was ordered
to uppoar on Deo. 14 and show cause why
ho should not be disbarred us nti attorney
of tho court.
Will Oppose New License.
Media, Pa., Deo. 5. Tho number of ap
plications for license to soil Intoxicants in
Dolawnro county, now on file in tho qunr
ter sessions court, and to bo passed upon
by Judge Clayton on Jan. 3, Is the largost
known In tho history of tho county. The
applications nltogethor number 183. In
this list there aro about thirty now ones,
Most of tho now applications will bo vig
orously opposed by the tcmpcranco people.

Called to Account.
Last evening tho case of all the malo
members in class A of tho High school was
placed before tho High school conimlttco of
tho School Board, consisting of Directors
Morgan, Treziso, Conry and Lee, Director
Mahloy being absent. Tho cause of the
arraignment was a complaint by James i.
Lowis, second assistant In the High school,
claiming the scholars refused to reeito after
the schol was dismissed last Tuesday even'
lag. Tho recital was required by reason of
Imperfect recitals during school hours. When
tho pupils rofuscd to oboy they were at onco
suspended by Principal J. W. Cooper.
Alter hearing all tho statements tho com
mlttco sustained tho suspension, Tho board
Is bound to maintain discipline among pupils,
no matter who may bo affected, and tho pupils
chafged were informed that to bo reinstated
they must reclto at tho same hour afterschool,
makfs an apology boforo Superintendent
Whitakcr, Principal Cooper and Assistants
Clints and Lowis, and a public apology beforo
tho entire High school. In case tho pupils
refused to comply with theso conditions they
were to bo expelled. Tho conditions were
complied with by tho pupils this moruingand
the reinstatements wcro made.

David, O-year-old child of . James and
Martha Lawon, was severely, but not dan
gerously, burned -whilo playing with matches.
Tho family rcsidos on Kast Lino street, near
tho hclilcy Bun colliery. This morning tho
mother left tho child in bed and went to tho
colliery to get a coal order. When sho re
turned about 20 minutes later she found tho
child burned and in tho care of neighbors
who had been attracted to tho house. Dr. J.
S. Kistler was in attendance and said tho in
juries were not dangerous. The linen waist
of the child was ignited by matches the
youngster had taken from its father's clothes.
The burns wero on the right side, neck and
right hand. That they aro not inoro serious
is duo to tho timely discovery by tho young
daughter of William Gough, a neighbor,
and tho appearance of Mrs. Emma Major, a
neighbor attracted to tho houso by the cries

Obituary.
Tho death of Charlotte Emelia Hafncr,
daughter of Edward Uafner, formerly of
town, occurred at tho residenco of her grand
mother, Mrs. John Gruhlcr, on West Cherry
street, yesterday. Tho deceased had been
suffering sometimo from consumption. The
funeral will tako place to-morrow afternoon
at 2 o'clock.
