New York, Dec. 2. During tho past

Thd story first came out through' the con

Constantinople, Deo. 3. It lias not yet
been conclusively developed hero what is
to bo tho ofTcct on tho disordered state of
tlio empire of tho relinquishment, tem
porarily at least, of tho purposo of tho
powers to lntroduco additional ctunrd ships
into tlio Dardanelles for tho protect Ion of
foreigners In tho domains of tho sultan.
Tho ordering back to Salonlca bay of
tho British gunboat Dryad, which had
been ordered up to tho Dardanelles at tho
request of tlio British ambassador, Sir
Philip Currle, In anticipation of tho prom
ised granting of tho firmans by tho sultan
for warships to pass through, is offlolally
explained on tho ground that tho proposed
action would do more harm than good by
lriflamlng tho fanaticism of tho Turks
ngnlnst foreigners on account of tho sup
posed affront to tho sultan of what would, I
in effect, havo amounted to ti naval dem- i
onstratlon against Constantinople.
Tho offect of tho abandonment of its
purposo by Groat Brltnln on tlio situation
in Turkoy is awaited with anxiety nnd
great lntorost. Tho question of guard
Bhlps seems nt a standstill for tho present, i
though tho threat of Sir Philip Currlo to
renow his pUrposo unless foreigners should
bo exempt from outrage is still open.
Undoubtedly one effect of tho ordering i
back of tho Dryad to Salonlca is that tho
belief of tho often alleged concert of tlio
powers in their nttltudo towards Turkoy is
waning, Tho sultan Is known to havo
been sceptical as to this concert for somo I
time past, and, it Is said, has based his
long continued opposition to Great Brit-1
nln's demands upon n bollof that no such i
concert existed, or that it could not onduro j
for any length of timo. This belief enn
'not but havo been In part confirmed by
Great Britain's withdrawal of her demand
after it had been so strenuously pressed to
tho very vergo of ft crisis.
Whether Great Britain Is in(lu6nced by
tho' alleged danger to foreigners from fa
natic Turks which would ousuo upon tho
proposed demonstration, or whether sho
has learned to doubt tho approval of hor
notion which might bo accorded, by tho
other powers, Is thoroforo a question
which is discussed' on "both sides.
United States Minister A. W. Terrell
has received from Aintab, on tho southern
slopes of Mount Taurus, a dispatch which
states that tho American missionaries
thcro aro safe, and were unharmed in tlio
recent massacre, and have not required
tho services of special guards.
Reports of a fanatical Outbreak In Cesa
roa havo created nnxlcty ns to tho safety of
the American mission there, and Minister
Terrell has wired an Inquiry, to which an
answer is still awaited, Tlio nou-arrivnl
of private lettors from Kharpot and Slvas
also has a disquieting effect.
Oillclal dispatches describe a small con
flict in Zllcn, in tho vilayet of Slvas, in
which' four Mussulmans and five Armen
ians woro killed, nnd another ut Enderhln,
whoro Armenian rebels attacked tilt! town,
burned tho government buildings nnd pil
laged tho Mussulman villago in tho vicin
ity of Plas. Troops havo been sent to re
press tho outbreak.
A letter from Aden, Arabia, dated Nov.
20, gives details of tho Arabian revolt
against tho sultan In Yemen, tho coffeo
growing district of southwestern Arabia.
Tho importance of tho outbreak lies in its
proximity to Mecca. Tho loss to tho sul
tan of tho Mussulman holy city would
probably moan ills deposition. Honco tho
stronuous oillclal donlols which havo been
mado of tho cxlstcnco of tho rebellion.
So far tho revolt has beon confined to
tho district around Khnmcr, two days
joumoy from Saana, tho capital of Yemen.
Tho rebels number 45,000 Arabs, armed
with Martini and Snyder rifles, nud led by
Sayyld, a pretender to tlio imnunship of
tho wholo Yemen country, who wields a
great lnfluenco, and surreptitiously col
lects trlbuto or taxes from all Arab tribes
under Turkish rule.
Six thousand Turkish troops recontly
arrived nt Saana from Constantinople,
and wero distributed among tho garrisons
in tho Khamar district, Tlio rebels had
already captured, after sovero fighting and
great bloodshed, two Turkish forts at
Khamor and, Balbuda. In tho latter 300
Turks wero killed. Tho garrison fled to
Alasmer and begged tho twenty-flvo sheiks
thero to help to recapture Balbuda. Tlio
sheiks refused and wero tnkou to Saana
