THE STARVING OP THE SEAL PUPS.
More Than Twtnty-scven Thousand Lost
Tliiiiiigh the. Killing or Their Mothers.
Tim Money Loss Will Iteue.li Hundreds
of Thousands of Dollars.
Washington, Nov. 25. Information
reaches hero that tho revonuu cutter Hcnr, i
the last government vessel to leave Bohr
lug sea, has just brought down somo start
ling ovlitonofl of tho effect of pelaglo seal
ing upon tho Alaskan seal herd which fre
quents tho Prlhylof or soal Islands.
In accordance with tho finding of tho 1
Paris arbitration schooners are now per- i
mlttcd to hunt seals In Uchring sea, with
spears, In n zone sixty miles around the 1
varloua islnnds, from tho 1st of August.
Tills gives them about five weeks of good
scaling. It wns thought that confining
Ushers to spears, and reducing the season
to prnctlcnlly flvo or six weeks, would Btop
tnq slaughter In liehrlng sen, nnd nllow
tho herd to recuperate This year not less
than sixty schoonors began hunting In
Bullring sea Aug. 1, and captured nearly
40,000 pelts, about 80 per cont. of which
woro from females. This does not show
tin) full extent of tho Injury done. The
sent pups i.ro dopjmtont on their mother's
milk for tho first four or five months of
tlie.tr oxlstenco, and without it must suffer
starvation.
Acting undor Instructions of their re
spective superiors, both resident treasury
oiUcers nnd ngents of the North American
Commercial company made a careful
ooiint. of tho dead pups found at tho close
of tho season, when tho sealing schooners
hnd left the sea. Tho census was just
coiiiploted when the Bear left, and reached
27,000, and does not Include thoso in the
last stages of starvation. Tho same con
ditions prevailed last year, but tho count
wns miulo with less exactness, on accouut
of snow. It is said that tho actual pecun
iary loss to tho United States nud tho com
mercial world by this nojilless wasto of
nnlmnl life would reach hundreds of thou
sands of dollars.
Tho United States, which has never al
lowed tho molestation of breeding grounds
or killing of females on land, madi an ef
fort last yoar to stay tho slaughter going
on by limiting tho land killing to 15,000
iinmnturo males.
It Is iuestionablo If In tho faeo of exist
lng'eondltlons and tho reports of treasury
officials further restraint will bo exercised,
especially as a request miulo Inst January
by tho United States to Great Britain for
greater protection to tho seals hits boon
practically Ignored.
It win tho attempt mailo by tho United
States to stop tho barbarity practiced on
the Bens by seizing tho schoonors that sub
jected tho government to claim for dam
ages on tho part of Canada. Thoso claims,
which were rejected last year by congress,
nro 'again receiving attention from tho
state department, and tho articles of n
convention providing for a commission to
sit nt Victoria nro bolng considered.
It Is believed In congressional circles
that unless ntroaty, which must bo ratified
by a two-thirds vote of the senate, confines
the assessment of dnmages strictly to ves
sels' passed upon by tho Paris tribunal,
and 'provides a penalty for perjury on tho
part of all witnesses called by either gov
ernment, it will suffer tho same fate as
did Secretary Gresham's proposition to pay
to Canada $125,000 out of hand, dosplto tho
fact that a number of tho schooners bo
longed to Amorlcan subjects and nearly
threo-fourths of tho claims are for prospec
tive catches of seals.
Chandler's Presidential Prediction,
CoNCOltD, N. H., Nov. 24. Tho Concord
Monitor, Senator Chandler's papor, edi
torially gives nn opinion regarding tho
presidential situation, that tho Republican
convention will declnro against n slnglo
gold standard ; It will ndvocato bimetal
lism and domaud coinage of both gold and
Bllvor as stnudnrd monoy, ns soon as such
coinage can possibly go forward In connec
tion with maintaining tho parity of tho
two metals throughout tho commercial
world. Ho says further that upon this
platform Thomas II. Uecd Is likely to be
nominated and elected by almost as big a
majority as Grant had over Greeley.

Yeasley, who wero under arrest oh a
1 chargo of killing tho lattor's husband,
wero discharged from custody, tho district
attorney refusing to prosecute Saturday
they woro rearrested. Yeasley was found
dead In tho Blackmail inlno soveral
days ago, almost covered with coal and
i rock, and his faco and lunula blackened as
if by fire. Ho was about to ho buried when
tho undortnkor found a bullet wound in
