while neglecting those of his constituents,
particularly tho wool-growers.

and many a good warrior of the Democratic

inspectors held this week at Shamokiu, tho
officials arrived at tho conclusion that most
of tho disasters in the mines woro caused by
tho foreign clement being ignorant of tho
work to which thoy aro assigned. This fact
has been apparent for many years, and tho

initio inspectors themselves. More care
should be exorcised in Issuing certificates to
applicants.
Shenandoah points witli much pride to its
efliciont fire department and especially to the
buildings they occupy. This is especially
true in refcrenco to tho handsome structure
of tho Phcanlx company dedicated on Wednes
day ovoning. Tho company can certainly
feel proud of their efforts and should bo en
couraged by our citizens in ovory way. The

tensive improvements in tholr building and

of tho cosiost and elaborately furnished
parlors of any flro company in tho county.
It will thus lie seen that Shenandoah has
much reason for congratulation, so far as its
fire department is concerned.

Tho man Is first compelled to kneel with i
his bare kneos upon a coil of chain. His 1
head Is dragged, back and his pigtail Is
fastened to a rack high abovo his head. A
polo Is then thrust across his logs and two
soldiers stand on each oud of It, crushing
tho poor wretch's knees Into tho coll of
chain.
Tho Hrltish consul could not stand this
method of extracting testimony and in
sisted that It bo stopped. This, was done
as far as tho proceedings In tho court room
wore concornod, but'for an hour afterward
tho shrieks ot tormented prisoners could
bo heard coming from an adjacent room,
where tho torture was continued.
Besides tho torturo described tho prison
ers were beaten with bamboo sticks until
their yells wero most horriblo to hear.
One prisoner appeared In the court room
unable to walk from the beating ho had
received, and. another was unablo to kneel
becanso his knees had beou brokon by tho
chain links.

owner of tho schooner Czar, has received a
privato dispatch from Guaymas confirm
ing tho story of a hurrlcano and tidal
wave at La Paz, Lower California. Tho
Czar Is at La Paz, and is high and dry on
tho beach. It is feared that sho is a total
loss. There is no direct telegraphic com
munication with tho Lower California
cupitol, so news from tho scone of tho dis
aster is necessarily slow. Mexicans hero
havo had dispatches aboufa severe storm
which prevailed all along tho coast early
this week. Tho loss of llfo is reported
heavy, but details of tho disaster are
meager.

LONDON, Oct. 11. Some of tho sapphires
and rubles which formed part of tho
jewelry belonging to Mrs. Langtry, whioh
was obtained by means of a forged ordor
from tho Sloan street branch of tho Union
bank of London, ou Aug. 21 last, havo
been discovered in the possession of a firm
of merchants on Hatton Garden, this city,
to whom they had been sold. Tho value
of tho stolen jewels havo been estimated at
from $100,000 to $200,000.

Trninps as Highwaymen.
Lewisburo, Pa., Oct. 11. Joseph Culp,
of Milton, was assaulted and robbed by
three tramps on tho outskirts of tho town
last night. Ho surrendered his watch and
some money at tho point of a revolver, and
was then relieved of his hat, coat and vest.
The tramps boarded a passing freight
train and escaped.

prove that ho exerted his offhlul power so
far as ho could legally do to prevent tho
fights. The governor states that, as tho
sheriff refused to call upon him for assist
ance, ho could only use tho military arm
of tho stato, under tho circumstances, by
a gross usurpation of power, which would
render him liable to impeachment.
Tho Darlington, Wis., Journal says editor

Tried to Sell Alleged Stolen Honda.
New York, Oct. It. Charles Boussell,
a young man who claims to bo an English
speculator, was arrested and locked up at
pollco headqiuii'tors for trying to sell to T. 1
E. Ward & Son fifty shares of Canadian j
Pacific stock which the flrnl was advised
from London had been stolen from a Mrs.
Winifred Gordon. Houssell showed a bill
of salo for the stock from a Paris bank ,
and claimed to havo obtained it from a
man named Gcorgo Krnhn. According to
Boussell's story Krnhn had been iutimnto j
with Mrs. Winifred Gordon, and with ;
difficulty secured from her tho bonds,
which ho had given her, with other valu
ables, to keep for him.

The complainants show that thoy took
out policies upon tho reeommendntlon of
tho company, through Its agents, that tho
insurance business carried on by It was on
tho mutual plan, and that a very small re
serve fund only was1 to bo maintained by
tho company for emergencies. Also, tho
recommendations Included, tho court Is
informed, tho statements that tho assess
ment would not roach beyond n maximum
Amount.
Tho charge is made tlmt tho company is
conducting the business of Insurance in
tho Btnto of Illinois in gross violation of
tho stato laws, and by doing so are increas
ing tho expense of insurance to tho com
plainants, without any corresponding ben

The Hwa Sang Massacre..

cheng commission finds that 140 Chinese
took part in tho massacre of missionaries
at Hwa Sang. Fifty-nine persons havo

convicted. Thirty-two cases aro awaiting
