AFTER AN UNEVENTFUL VOYAGE.
ft. Formidable Itnolns; llacliln That Will

Hearty Weloome to tlie English Ylsltors.
New York, Aug, 19. Thousands of
pooplo wore on the lookout yestordny for
the arrival of Valkyrie III, and the Brit
ish racer did not disappoint thorn. At
13:45 p. m. no ws over the wires came that
she had passed Morlcho's life (riving sta
tion. Soon afterwards there was ft scono
of commotion in the harbor. Craft of all
kinds were gotten undor way to nloet and
welcome the foreign visitor. Among tho
Orit of those to get In motion was the
freight steamer City of Bridgeport, with
Lord Dunrnven's representative In Amer
ica, H. Maltland Korsoy, and n largo
party of friends aboard.
Vigilant, In tow of the tender Aeronaut,
and Defender, towed by her tonder, tho
Hattle rainier, were soon hastening to
welcome the foreign yacht. The large,
vossols wont away outside ot Sandy Hook,
but the little fellows did not have tho
courage to venture far into the choppy
sea.
The sohooners and larger sloops re
mained in- tho opon until they saw that
VAI-ktmb ni.
they woul-l have to give up the opportu
nity of seeing the Kngllsh boat. More
over, there, were so vcral tugs sont out by
the nowipapors, and most of these got
close enough to the visitor to give her a.
becoming welcome. The lleot of vessels
was tho largest that ovor sailed to moot
an Incoming yacht.
Vigilant was towed down through tho
Narrows to Sandy Hook and dropped an
chor in tho Horseshoe. Defender turned
westward on leaving the dock and wont
up East river and thonce to New Ro
ohollo. It was long waiting for the boats
that wont to moot Valkyrie, and for tho
crowds on shoro, for. tho whole afternoon
,wore awny without a sign of her. Tho
dock at Quarantine was crowded with
people when, at 9:30, the word was given
that tlio English craft was heading toward
tho upper bay.
At 0 :45 Valkyrlo, in tow, slowly passed
Quarantine auU was boarded by the health
olllcor. Tho cup challenger looked trim
and noat. Her sails were snugly stowed
and on her docks wore apparently all tho
members of her crow, lleurty cheors of
weloome wore oxchangod with tho Eng
lish sailors, and then, tho usual formnll
tios having beon complied with, Valkyrlo
continued her journey up the bay.
Off Quurautlno Valkyrlo was boarded
by a roprosontativo of tho Associated
Press, who obtained the following story
of tho voyago from Captain W. W. Crnn
Oeld: "Wo loft Gourock on July27 with n
full crow of forty two mon. After leaving
Tory Island on the 28th, Sunday, we ran
into a fresh north-northwest galo, accom
panied by high seas, which blow hard for
twenty-four hours, and then moderated.
"On Wednesday morning, July 31, It
epinmencod to blow again from north
wost to southwest, and it blow hard for
flve.d&ys, when the weather inodorated to
a light southwest wind, which lasted up
to Qape, Race Thoro we caught a north'
east wind, which carried us to Sable Isl
and, when the wind became light and left
us becalmed at times and. lasting up to
our arrival boe.
"We sighted Salnnecook light, at. noon
today, and at 6;30 this evening, when
twenty miles weBt of,pjre..Isluud, we. were
takbnin tow by Thoj Vorld tug.C, P.
Raymond. We made 3,010 miles In all,
and one. day only made about seventy
miles, Wo never oarrled away a rope or
yarn, through the voyage."
Valkyrie looks a mpns, ter. When you
step on board of. her you, can. almost fancy,
yourself on an oqeau, steamer. Her beam
is simply immense and, sho shows tre-
mendous length. Her bowsprit for her
ketch rig 1b very short, quite a little spar,
and her masts are splendid sticks. In a
Word, sh may bo labollod "dangerous."
Valkyrie anchored oil Liberty Island
for tho night and was taken to the Erie
basin this morning.
Vfilkyr)e's time of passage was twenty
two days.

The Proposition Submitted to Ha

TO BE COMPLETED IN THREE YEARS.
Colonel Spauldlug, th rrotnotcr, AtUn
Hawaii for Hubuldy of S30.000 l'.r
Year for Twenty Years, and Will Ask
Onr (loTtnnent DonbU That Amount.
San Fliajtcisco, Aug. 10. The stonm
ship Bolglo nrrlved Saturday night from
Yokohnmn via Honolulu, with tho follow
ing ndvices from Hawaii to Aug, 11:
A cablo proposition of ndeflulto charac
ter has been made to the Hnwnitnn gov
ernment by Colonel Z. S. Spauldlng, n
woalthy sngnr planter, who rocontly re
turned from Europe. The offer seems to
be made in good faith, nnd has beon ro
colved with favor by I'resldont Dole aud ,
ills cablnot. The mattor will come up in 1
tho senate on tho 23th, and it is thought
that tho upper house will ratify a con- !
trace lor tho construction of the cable.
The proposition is to build from San
Francisco, or in the near vicinity, to Hon
olulu, a branch line being built to con
nect tho other islands of this group. Mr.
Spauldlng wants tW.OOO n, year fortwonty
yoars, the government to have the right
to uso both systems for the transmission
of official messages, free of charge, up to
the sum mentioned per annum, reckon
ing at the regular rates charged.
One clause provides for tho exclusive
privilege of landing cabloi on this terri
tory for the term of twenty years, such
privilege not to bo construed, however,
as conflicting with any right the govern
ment of the United States may possess by
the vlrtuo of any existing treaty.
The promoter agrees to have the cable
in working order by Oot. 81, 1608, if he is
successful in, obtaining subsidies from the
United States and Hawaii. The. United
States congroes will be askod to appro
prlate $100,000 a year for twenty years.
Colonel Spauldlng says:
"The gonoral plan for carrying out the
cable scheme is tho organization of an
American company to control and man
age the same in the Unltod States and to
organize a company in Honolulu to con
trol and mauagti tho Inter-Island lines.
"The United States government will be
asked to lend its aid and assistance by
means of a subsidy. It will bo time to
look to other governments for aid when
the United Statos shall have refused to
take tho mattor up, and this government
shall consent with such othor govern-,
monts.
"I will, upon the signing of tho con
tract, deposit with tho minister of finance
$260,000 in Hnwallan government bonds,
to bo held as security that I shall construct
such cable according to contract, I being
allowed eighteen months In which to ma
ture my plans and ascertain what assist
ance I can obtain from tho governments.
Tho bonds to bo roturned to mu if within
such term I decline to proceed with tho
enterprise, or if thereafter, by mutual
agreement with tho government, tho con
tract be extended or cancelled.
"Tho amount of monoy requlrod for the
construction and laying of dilloront cables
is estimated at ovor $4,000,000. As a busi
ness proposition It is quito plain that the
work should be done and the monoy
raised in the chcupost markets. I am pro
pared to accept offers from any of tho
world's governments, based upon condi
tions of equality. The main point in view
Is to establish communication between
Hawaii and tho outer world upon favor
able terms with tho least, possible delay."
No additional claims havo boon made
on tho government arising out of the ar
rests mado during last January. British
Commissioner Hawes has not presented
any claim on behalf of British subjects,
although it Is understood he will do so at
a noar date.
P. C. Camarinos, who was sont from
tho country during last February, has re
turned and wus allowed to land.
J. Mott Smith dlod this moruing. He
held many positions of trust under the
monarchy. Ho was Hawaiian minister
at Washington when the queen was on
the throne.
Tho council of stato has conditionally
pardoned William Grelg aud Louis Mar
shall, now serving sentences ou a charge
of open rebellion. Both men will have to
leave the country.
British commissioner Hawes has noti
fied the government that Great Britain
has decided that Thomas Walker is a
naturalized. citizen of Hawaii. Thai man
claimed when he was sentenced for re
bellion that he was a British subject.
