Omaha, Aug. 9. Pollco ore In posses

handles, to resist any effort made under
the new regime, 'i'ho now fores will be
appointed this afternoon.. The mayor has
Issued a riot proclamation.
Tho A. P. A.'s plans have nlreody been
docldod upon In a grout moasuro. Johnny
McDonald Is slated for chlof of police, ex
Sergeant Slioup Is plvon nn ofllco In tho
new mnko up, and all of tho pollcemon
who woro recently dismissed for tho good
of tho servlco will bo rolnstatod, with two
oxceptlons. It Is also said that whon tho
now board calls upon tho prosont pollco
fores to obey tho now chlof that at least
seventeen members will respond to the
call. Tho presout pollco forco Is on duty"
and rendy to rotaln possession.
Mayor Bomls, whon asked what had
promptod him to lssuo tho riot proclama
tion, said It was merely a precautionary
measure adopted to provent bloodshed.
Ho said nothing had occurred in tho na
turo of a disorderly act or demonstration
so for on tho streets, but from what ho
had read In tho nowspnpers It was neces
sary to put tho people on guard against a
prouaulo riot.
Chlof of Pollco White, whon asked why
ho had a rcsorvo forco of pollco at tho
headquarters and tho official pollco alarm
operators guardod, said: "Thero has been
a great doal of Inflammatory talk upon
tho stroots, and there havo boon Inflam
matory nrtlolos printed, aud In the event
of trouble I want men on hand to sup
press It. I do not expeot any trouble, but
If there should be and I did not have tho
mon to prosorvo tho peace and ouforc the
law I should bo condemned by the public,
and rightly, too."
Editor John G. Thompson, of the Amer
ican, the A. P. A. organ, received a dis
patch yesterday from Chicago, signed J.
w. Dixon, and saying: "We con furnish
6,000 armed men to put down law breakers
In your city at n moment s notice.
No explanation of the dispatch could bo
made by those who would naturally be In
n position to know regarding its authen
ticity and genuineness.
During the day thero was no assemblage
of persons on any of tho streets either
with or without riotous or disorderly con
duct. In fact the olty was quite free from
gatherings of crowds. Tho conflict of
authority, if It ocours at all, will take
placo after the formal legal demand has
been made by tho Incoming board for
recognition at the hands of the polloe de
partment. The governor refusod to moot Attorney
Gonoral Churohlll and Commissioner Iius-
sell at 4 o'clock yesterday afternoon for
tho purpose of appointing tho pollco com
missioners, and In Justliloutlon of his
courso makes publlo astatoment,ln whloh
he says:
"In order that thore may be no undue
haste or seeming deslro to preclpltato
trouble, and In vlowof the doubtful valid
ity of the aat of assembly, I do not deem
it my duty nor consistent with the main
tenance of peace and good order to take
such hasty and precipitate notion relative
to tho oppolntmont of now board. I,
therefore, as chairman, deollne to call the
mooting or to participate in tho appoint
ment of a board of firo and polloe com
missioners." Churchill and Russell declare that If
the governor refuses to meet with them
this afternoon they will appoint the com
mission and let them use forco to secure
tho city property.
