An Unusual Proceeding During

Washington, July 20. For tho first
tlmo hi many yours thcro was n mldsum
mor cnbluot ineetlnR lu Washington yos
torday uftornoon. In tho absonco of tho
prosldont, Sccrotnry of Stnto Olnoy' nppar
ontly onmo to Washington from Falmouth
for tho express purpose, for ho nrrlvod nt
noon nml loft tho city this morning. Sec
retary Olnoy called nt tho war department
roou nftar his arrival at tho stato dopurt
nicnt, to talk with Socrotary I.amont.
Tho lattor was absont at tho tlmo and
ho failed to attend tho cablnot mooting,
which was hold Inter, although an effort
wm mndo to summon him by telephone.
Pccretnry Horbcrt noxt rocolved n visit
from tho secretary of stnto, and about 4
i) clock tho pair walked ovor to the stato
department nnd were closetod lu tho of
flco of Secretary Olnoy. Hero they were
jolnod In tho courso of half an hour by
Socrotary Carlisle nnd Attoruoy Gonoral
Harmon, who had been called by tclophone
Into the contorenco.
The conforenco lasted for fully two
hours, mid from tlmo to tlmo Assistant
Sccrotnry Adeo, who has been acting as
secretary of state during tho absonco of
Secretary Olnoy, was called Into tho room
A to ndvlso tho cabinet as to somo point
under discussion, Whntovcr was tho sub-
joct or subjects considorod cannot bo
learned, and apparently It was resolved to
keep tho matter s'ecret, for each of tho
persons present, as tlioy omorged, declined
courteously, but positively, to answer a
single question touching their delibera
tions. All that could bo gathored was to
tho effect that nothing had happened at
uray Uables to glvo rise to any approhon
sion.
Still, thero was an air of gravity In tho
demeanor of tho officers as they omorged
from tho conference that would Indicate
that somo wolghty and important ques
tions had been undor consideration. What
theso may huvo boon can only be sur
mised, without any tnnglblo ovldenco of
probability. One theory Is that tho Mora
claim was beforo tho cabinet In tho shapo
of somo proposition from tho Spanish
government for Its sottloinont that per
haps Involved the oleinont of long time,
and consequently Justified somo hesita
tion boforo It could bo disposed of.
Another Idea broached was that thero
was an ugly question as to tho fulfillment
of our neutrality obligations towards
Spain that had caused tho sudden assom
blaga of tho cablnot officers. This had
somo color from tho fact that tho particu
lar officers guthcrcd at tho state depart
ment yesterday afternoon woro just thoso
who would bo charged with tho execution
of tho neutrality laws. Tho socrotary of
stato would bo clothod with goneral super
vision, tho attornoy gonoral would look
nfter tho enforcement of tho law ashore,
tho soorot ary of tho treasury, through tho
collectors of customs and rovenuo cut
ters, would caro for tho ports and coasts,
and tho secretary of the navy would main
tain tho marine- patrol. In further con
Urination of this theory, Senor Dupuy do
Lonio suddenly arrived In Washington
from Massachusetts.
Thoro aro thoso who bellovo that It was
this subject of noutrallty which ongaged
tho most serious attention of tho cublnot
ofllcors. It Is known that they havo boon
watching narrowly tho proceedings of tho
Cubnn sympathizers who havo been oper
ating in the United States, and it is be
lieved that tho open and questionable oper
ations at the Now York meeting lately.
when a convention wont through tho
form of eloitlug prcsldonts for Cuba, has
given rlso to somo doubt on tho part of our
government as to whother this was a pro
ceeding that did not In Itsolf constitute, ot
least In spirit, an Infraction of that prln
clplo of tho neutrality laws which forbid
the uso of tho United Stutcs ns a base of
operations against a nation with which
the United States is on terms cf pence.
If this viow was taken of tho matter by
the cabinet meeting It Is llkoly that
will bo manifested through tho lssuo of
another presidential proclamation much
more swooping In its tonus than that al
ready put forth, wnrnlng tho rcsldonts of
this country against any infraction of the
neutrality laws, and this In turn may bo
followed by Instructions to tho judicial
officers of the govornmont that will sum
marily check any hostile movements
agnlnst tho Spaniards In Cuba from this
country.
Minister DeLomo wits seen last night,
but rofusod absolutely to bo interviewed
as to tho reasons for his prosonco hore at
this time.
California Fruit In Loudon.
London, July CO. There was an ani

Thero was a largo crowd of buyers. Owing
to tho drought in England and Franco
fruit Is scarce. So eager wero tho bidders
that thero woro froquont dlsputos among

prices. Mr. White, tho auctioneer, said:
"I wish wo could got sucu a consignment

The well cost 4,000 to drive, A dnm at

now thought the colliery will havo to cease
operations. Tho Luke Fldler colliery,

O. 1. Tucker, Deputy Controller of the
Tronsury, Shown How Sovereign's IMan,
If CnrrUd Out, Would Simply Contract
the Currency 8311,000,000.
Washington, July 20. At treasury
department It was said that tr1.- plan of
Jlr. Sovereign, of tho Knights ot Liibor.of
boycotting national batik notes, If carried
out, would prove more harmful than bene
ficial to tho labor Interests of the country,
as It would contract the currency to the
extent of ?211, 000,000 without Injuring tho
national banks.
'It would not hurt tho national banks
at all," said Mr. O. P. Tuckor.doputy con
troller of the currency. "If pcoplo should
roitise to rocelvo their notes tho uanKS
would simply prosout them to tho United
States treasury for redemption and rccolvo
legal tender notes, which they would con
tlnuo to uso In their business. Tho only
effect would bo to withdraw that much
money from circulation, as represented by
tho amount of notes rcdeomod.
"It Is truo that under tho law tho ac
ceptance of national bank notes cannot bo
enforcod, ond no man can be compelled to
take them as legal tondor. Tho fact that
they aro accepted In overy day transac
tions Is because tho government Is boninu
them, und stands ready at any moment to

to discredit national bank notos would,
thereforo, bo an attempt to deproclato tho
government's curroney. Thero aro only

culation, whllo thoro aro tO3O.OO0.O0O of
