The people of Shenandoah should not keep their patriotism bottled up until Christmas. Now is the time it is in de mand. All American patriots take great pride in the Fourth of duly and are not sparing in arrangements for a celebration of the day. FOltTUNATELY the local Board of Health las not heen thus far bothered by the arrival of any disease-ailUcted immigrants and the warning sout out by the State Board proves to have been but a part of routine of precaution, Still the time devoted to the matter was not wasted and it is hoped none of the vigilance will be lessened. Too much precaution cannot be taken The characteristics of the man i clearly revealed when Senator Quay said, on being told of Governor Hastings' attitude, that if the Governor wanted to be the presiding officer of the Republican state convention he should havo no opposi tion. It takes the wind out of the Gover nor's sails in more than one respect. Certainly Senator Quay cannot be charged with auv discourtesy towards tho Gover- It is hoped the Chief Burgess and Chief of Police will adjust their differences with out going to court. It is a case af a clash of authority in which both officials have performed what they considered their duty, or at least what they considered they had a right to do. Tn regard tuChiof of Police Tosh it must he admitted that he did right in trying to nip in the bud any attempt ou the part of the circus fakirs to operate iu town. The people expected him to do this and had he been indolent in this respect he doubtless would havo been severely censured. "Without touchiug upon the wisdom of tho Chief Burgess in issu ing a permit in the case iu question, it must also be admitted that fakirs have found too good a haven in Shenandoah for many years and if more stringency were placed upou them the people would be better satlstled. If tho man to whom tho license in this case was granted was not of tho swindling kind of fakirs the Chief of Police supposed him to be, it was a very easy matter for him to call upon the Chief Burgess and require him to make good the permit, or refund the fee paid for it; and if the sole purpose of the man was to ad vertise the circus it seems odd that any license fee should be required. There is no doubt that the Burgess is the chief executive officer of the borough and that where he issues a permit it must be ro spected; bjit it is equally truo that the Chief of Police has an authority of con siderable magnitude, especially when he believes that the law is being openly violated. Should he make a mistake and improperly arrest a man who holds a license issued by the Chief Burgess it would seem that the proper course would bi a suit against the Chief of Police by the man subjected to arrest, and not a criminal action between the officers. Under the present status the man who held the per mit will perhaps he thousands of miles away from Shenandoah when the suit be tween the officers comes up and, perhaps, at this moment he takes as little interest iu the case as does the Czar of Russia ; but the Chief Burgess and Chief of Police will be bothered with the ease for months, a heavy hill of costs will be accumulated, and for what to see who has the most authority, whan tho laws clearly define the duties of each officer. A serious wreck occurred on the Central railroad near Milledgevllle, some twenty miles from horo. Three men wore killed and soveral badly injured. The dead are Tom Allen, section foreman, and Hob smith ana jod Josso, both colored train hands. A freight train had stopped at Midway station to shift some cars, when a service train, heavily loaded, approached the station, Which is on a steep grade.
