Thus organized the delegation pro ceeded to the Executive Chamber where, the desks having hetm cleared of the debris in thecaes of the Kennedy Gas bill and the Woods Water bill, arguments i n which bad occupied the mnrniuis hours, the ball was opened on the Quay County bill, pro and ccn. The executive chamber was packed with advocates and opponents of the bill, includ ing man? of the most piominent citizens in Schuylkill and Luzerne counties. George Ii. Bedford, of Wilkes-Barre, opeutd tbe debate against tbe bill. He declared it was unconstitutional on the ground that tbe Judges of Luzerne county ns specified in the hill could not have tbe power to sit in judgment ou the election to be held lor the creation of the new county A. Farnhnm, of Wilkes-Barre, followed, and intimated that the bill would not now ho before him had it net been for Senator Quay's interference. He was of the opinion that the bill was local and special, makirg it obuoxious to the spirit and letter of tbe J uuusuiuuuu. TheSchuylkill county opponents asked the privilege, whicn was granted, of speak ing alter the support-rs of the measure bad been heard. George H. Troutman, of Haz'eton, made a strong speech for the bill, aud was fol lowed by ex-Judge Harding, of Lnzerne, and ex-Judge Kirkpatrick, of Easton, the latter vouching particularly (or tbe consti tutionality of the measure. Lyman D. Gilbert, Eq , of Harrisburg, followed for the bill, taking up the line that it was not lor the Governor to prevent the voting pop ulation of the proposed new district from deciding for themselves as to their desire for a connty government of their own. At this point the proceedings were in terlaced by Mr. Sweeney, tbe late Hon. Eckley B. Coxe's man, presenting n peti tion, or memorial, a nint-t tbe new county. signed by 400 cMzeus of Hazle township, Luzerne county. He made a few remarks in support of tboe citizens' attituded against tbe new county. Afier tbe Quay County bill bearing was one on tbe Heligi ms Garb bill. J. W. Pike, of Philadelphia, Secretary of the Legislative Committee of tbe Jr. O. U. A. M., appeared for tbe bill. Representative Seyfert, of Lancaster, opposed the measure and tbe Governor's remarks dur ing tbe argument indicated a purpose to veto tbe bill. As the Governor will be out of the city during the remainder of the week no further hearing will be held on bills. The commission of Austin C. Sherman, of the Fourth ward of Mahanoy City, was directed to be issued tn-day by tbe Gover nor. Last night Messrs D. D. Phillips and William E. Jones, of Schuylkill county, came here and satisfied tbe Governor that it was tbe proper thiug to do, to give Mr. Sherman bis commission. He was re-elected last February, but neglected to send notice here of bis acceptance and tbeu made an effort to be appointed. In this he was op posed by tbe Senator from tbe 30th dis trict, who held the rod of disapproval over bim until tbe Governor at last cast it aside. So-called Senatorial courtesy kept the Governor from acting during the session of tbe Senate. That body having adjourned he was indnced to appoint Squire Sherman aud commission him.
