TUESDAY, JUKE 18, 1803.
The waste paper nulsanco still continues
anil it can only bo abated by the arrest of
the mrties who continue to defy the
borough ordinance.
The two Polish military companies

on street parade. Our jealousy will bo
pardoned when wo say that 'tis a pity we
liaven't cot a company iu tho National
Guaid to share the glory.
Pakents should exercise the greatest
diligence iu preventing their children from
handling matches. An urchin of town
almost set a half completed house on (Ire
the other day with a match and so
shavings.
It now looks as if our patriotic citizens
Intend to outdo their efforts of past years
in the celebration of Independence Day,
and It is onlv richt that they should. Of
all the holidays on our calendar the Fourth
of July should be the ono on which the
people should give their patriotic pride and
spirit full play. Let all get down to work
and make tho day one to be long remem
bered.
The unlimited use of our public thor
oughfares by cattle and swine naturally
affords much room for comment on the
part of visitors to tho town. They fre
quently ask if it is not prohibited and tho
only reply that can be mado is that it is
prohibited by ordinances, but the oflicials
wont enforce them, and there is no pound
for tho animals should the ordinances be
enforced.
The majority of tho trips the local lire
department has been obliged to .make dur
ing the past two years have been due to
fires caused by fools smoking while lying
in bed. The evil practice does not seem to
diminish, iu spite of the fact that a 1:
lost his life a few weeks ago through a lire
arising from the same cause. It may be
fun for tho smokers who escape injury, but
it is not such for tho flremeu. Some day
they will catch ono of tho fools in the act
and throw him ojit of a window and under
the nozzle of a hose.

THE MEN OF HARVARD DISPLEASED
They Will l'robnbly Itefuse to Participate
In n Series of College Contests Which
Excludes the University of Pennsylvania
and Other Colleges. ,
London, Juno 18. Tho challenges sent
by tho athletic clubs of Oxford and Cam
bridge unlvoritles to tho athletic clubs of
Yale and Harvard universities woro posted
on Monday of last wcok, and loft for Now
York on Juno 13 by the White Star Hue
steamer Germanic, due to reach that port
on Juno 30. Although two challenges
were sent, they aro Identical In wording.
One copy was sent to the captain of the
Yalo Athletic club and another one to
Harvard.
The challenges suggest the following
events: One hundred yards dash; quarter
mile run; bait mile run; three mile run
and mllo run; hurdle races, 130 yords, ono
according to English rules undone accord
ing to American rules; high jump; long
jump; hammer throw, and weight put
ting.
IIAIIYAHD MAY DECLINK.
Objects to Other American Colleges Being
Excluded from the Contests,
CAMDltlDOE. Mass., Juno 18. A repre-
sontatlvo of the Associated Pross deliv
ered to Professor Ames, chairman of tho
athletic committee of Harvard collogo, n
copy of the challenge scut by the Oxford
and Catuuridgo universities of England to
Yalo and Harvard as representatives of
America. Professor Ames read the chal
lenge fully and then said:
I cannot give you my opinion as to
what the outcomo of this challenge will
be, In vlow of the fact that I will bo called
upon to pass upon It officially, and It
would not bo just tho thing for mo to
make a statement for publication until
tho mattor has been considered and dis
posed of by tho athletic committee with
tho deolslon In question rests. A special
moetlng of the committee will be called at
onco to pass upon this challenge, nnd I
think tho mattor should bo decided within
a day or two."
Captain Bingham, of tho Harvard track
athletic team, and President Crompton,
of tho Athletic association, aro not In
Cambridge. Neither could any of the other
members of tho athlotlc committee be
found who would bo quoted. The As
soclatod Press can state, however, that
there Is but very llttlo chanco that Harvard
will accept tho challenge as It stands, and
participate In an international meeting
with Yalo as the only other representative
of tho American collogos. This is not bo
cause of tho prcsont strained relations be
tween Yalo und Harvard In football, but
because Harvard's athletic advisers bo-
Hove that she cannot justly accept, tho
chullcngo and lgnoro other colleges which
Harvard men bellovo aro entitled to con
sideration. Harvard is very anxious to havo some
of her men meet tho English athletes In
an International meeting, but us sho now
holds third place, in the intcrcollcginto as
sociation, Yalo bolng In first pluco und
tho Unlvorslty of Pennsylvania second,
the nthlotlc authorities bellovo that it
would be very bad policy to lgnoro tho
Unlvorslty of Pennsylvania and tho othor
minor colleges, and accept the present
challenge.
Harvard men bellevo that an Interna
tional meeting of college athletes should
only bo arranged according to ono of
three propositions. First, that tho win
nor of a meeting between Oxford and
Cambridgo should meet tho two loading
colleges in America. Second, that tho
two leading colleges of England would
moot tho two leading colleges of America.
Third, thut If tho Englishmen wish Har
vard to bo represented in an International
mooting Oxford and Cambridgo would
meet the threo loading colleges of Amer
ica, Harvard bolng thus Included, or if
tho challengers so desire, tho third college
In England might also bo represented in
the team from tho other Bido.
This feeling is all duo to tho fact that
Oxford and Cambridgo Ignored tho chal
lenge of tho Intercollegiate- association.
Tho University of Pennsylvania men sug
gested this challenge and feel hurt bo
causo It has bocn refused, Other colleges
In tho association aro now much agitated
because of the countor challengo which
has come from the other side and which
Ignores thorn entirely. Harvard Is friendly
with tho University of Pennsylvania and
with other colleges In the association and
belloves that It would bo bad policy and
an injustice to accept this challengo. Har
vard's answer to the proposition will un
doubtedly be transmitted to tho Yalo au
thorities within a few days, and if tho
latter have no suggestion to mako it will
then bo forwarded to England.

Evidently Anxious for a Contest with En
glish College Athletes.
NEW Haven, Juno 18. Tho full toxt of
the challengo from Oxford and Cambridgo
to Yalo and Harvard was dollvored to
Sherman Day, the newly oloctcd president
of the Yalo Athlotlc association, by tho
Associated Press, Oxford and Cambridgo
having availed themselves of that means
of rapid communication, President Day
said:
"While it Is Impossible for me to state
dofluitoly at this time what will bo dono,
I can suu no reason why It should not bo
accepted. Whon tho challengo has boon
received the mattor will thon como up bo-
fore our association for olllclal considera
tion. Wo shall thon inform our alumni,
and will be largely governed by tholr ad
vied. I presumo that our association will
advlso with tho Harvard Athletlo associa
tion, but all this dcpomls on circum
stances. It is likely thut the whole mat
tor of dealing with tho challongo will be
referred to the Union Track Athletlo Cup
association, and In that case It will be
tuken out of tho bunds of the undergradu
ates. I do not wish to say anything ut this
time that will prejudice Yule's position in
tho future, but I can suy this much: Thut
Yalo Is perfectly wllllpg to take part in
the proposod games."
Tho track arrangements for tho Yale
contingent will probably bo under tho di
rection of Mr. Day und S. K. It. Wade,
prosldent of tho '05 association. As to how
the Harvard-Yalo team will be colected,
Prosldent Day suld that any statoment at
this time would bo mero speculation.
