school, monthly and quarterly tickets

Germantown and Chestnut Hill Brauch,
the Trenton Cut-off and Creshelm Branch,
the Schuylkill Division as far as Potts
town, the Frazer Brauch, tho Main Line
as far aB Parkesburg, tho West Chester
Branch, the Central Division of the Phila
delphia, Willrnlngton anil Baltimore
Railroad batween Philadelphia and West
Chester, and the Philadelphia and Delfv
ware County Itallroad.
Tho new ticket will be good for one
hundred rides within twelve months of
the date of Issue; It will be subject to the
usual restrictions governing the usn of
commutation tickets, being a non-trans-ferrable
ticket, not good to stop off. The
rate will approximate the rates hereto
fore In use on sixty-trip tickets, but the
generous limit will permit of the use of
every one of the one hundred rides pro
vided for in the ticket, even if purchased
on the eve of an extended absence from
business. Each commuter will pay
exactly the same rate per ride. This fea
ture of absolute equality ot cost will, it is
expected, strongly commend the system
and render it popular to tho patrons of
the company.
A package ticket, which will be Issued
in strips of ten at a rate ot one and a half
cents per mile, will form another Im
portant addition to the ticket system on
the same lines.

Two of the County Newspapers
Say of the Souvenir.
The Shenandoah HEUM.D celebrated its
twenty-fifth birthday yesterday and
marks its anniversary by issuing a beau
tiful souvenir edlton. The Herald is
evidently enjoying prosperity and the
Local hopes tor its continuance. Ash
land Local.
Yesterday the Shenandoah HERALD cele
brated its twenty fifth birthday. Thf
occasion was signalized with a sixteen-
page paper, printed ou a fine quality of
paper, and crammed full of most enter
taining historical and news matter. The
faces of quite a number of prominent
men appear in its pages, as well as the
cuts of all the men who assist in the
various departments in getting out the
paper. The principal points of Interest in
and about Shenandoah are entertainingly
wrltten-up, and a history of coal mining,
together with a description of the leading
collieries in the region, all go to make a
most creditable newspaper production
The Messrs. Boyer are to be congratulated
for their energy and push, and the people
ot Shenandoah on having such a live
daily paper as the Herald. Poitsville
Chronicle.

Policemen Lee and Hand and paid the
borough fine to Chief Burgess Burns.

Youth's Companion.
Although this is claimed to be the most
enlightened age of the world, there's no
disguising the fact that at no period of
the world's history of this country, hnve
there been so many dupes of swindlers.
There is scarcely a scheme piesented,
however wild and chimerical, thit does
not find ready supporters, and, of course,
multitudes of victims. Only impudent
assurance and unqualified misrepresenta
tion are needed to insure at least first
success. Credulous men nnd women are
roped in by hundreds and, as In tho
caseB ot tho many get-rlch-quick swindles
of a few years ago thousands are led to
patronize them to their own ultimate
pecuniary loss. Ten grains of common
sense should teach more wisdom, but ns
has been the case a thousand times over,
those ten grains are not possessed, or if
possessed, fail to perform their legitimate
functions.
Tne community is full of swindlers
and swindling schemes. There are men
who live and make money by schemes
that do not possess a single honest feat
ure, but which are readily encouraged
by men and women who are eager to be
considered progressive, but who, in
point of tact, are either naturally or
wilfully benighted. The published bit
ter experiences of those who have been
bitten count for nothing. As soon as
one set of victims is fleeced, another
stands ready to take their place in some
other equally preposterous scheme, and
so the game goes ou almost without in
terruption. No sooner is one swindle
exploded than the fertile minds of un
scrupulous plunderers of the Innocent
devise another, almost certain to find
encouragement as soon as their cunningly
laid plans are made known.
A curious decision has just been given
by the English courts with regard to bank
checks. Many people regard a paper of
this character as a kind of bank note, and
take their time about cashing it or giv
ing It to the bank for collection. The
British tribunals now decree that the
keeping a check for two days before de
positing it in a bank constitutes an act of
negligence which, if the bank falls in the
meanwhile, debars the holder from re
covering the amount from the drawer of
the check. This, says the Harrlsburg
Star Independent, may be good law, but
It Is bad logic, since the person to whom
the money is due surely ought not to be
punished because his debtor is a depositor
in a defaulting bank,
