The members present were Messrs. Hand, Dougherty, Kerns, T. J. James, Gafllgan, Boehm, StraUghn, Me- luskey, McElhenny, Reese, Gable, D. R, James, Magargle and President McGulre. Borough Auditor Jacob Bamberger presented the report for the fiscal year ending March lBt and upon the conclusion of his statement Presldtnt McGulre said the Auditors deserved the thanks of Council for their work. Auditor Bam berger paid a compliment to ex-Treasurer T. F. Bradlgan and ex-Secretary John J. Cirdln, stating that their books were I found in excellent condition. Borough solicitor I'omeroy then pro- ceeded to read a draft of the public water works ordinance he had prepured and each section was considered ns it was read. The ordluauce is a very lengthy one, containing over 35 sections. It pro vldes that the water works of the borough shall be under the control and manage ment of the Council and that a committee for permission to lay a new sewer pipe line from their prop? rtles on Centre street, 1 between Main and Jardln streets, and to ! run down Pear alley and connect with the borough drain at the rear of the borough building. The request was re- ferred to tho street committee for investigation. Mr. Hand asked whether the borough pays the expense of giving grades to people T. J. James answered that sev eral years ago Council paid the expense of putting three grade stakes in each (square with the understanding that if the property owners wanted higher grad they should pay for them. Mr. Gufllgan said there are several alleys that have no grades. A number of bills laid over from t last meeting wnre ncrnin laid over. Co cil deciding that as there was no monby in the treasury orders would only be Is sued for the salaries of borough officers. Accordingly orders were granted to pay the Chief Burgess, High Constable, Supervisor, Health Officer and the police, Including bills for three days pay sub mitted by ex-Pollcemen O'Hara, Casey, Flaherty and Dougherty. It is a five-column, four page paper of very pleasing typographical nppear ance and starts out with a very newsy makeup and excellent advertising patron age. The Trolley will be Issued every Thursday. Mr. Boyer is the editor and publisher and he displays a Bplrit which should win the confidence and support of the people ot Port Carbon. According to promise, Supervisor Mc Gulre got a large gang of men out this morning to scrape the mud off Main and Centre streets and now great mounds nriso to Impress upon the minds of the thinking public the absurdity of dragg ing cheap material upon the streets to make tho so-called repairs in the fall and hauling it off In mud when Spring opens. Good streets nre never secured under the old mud patching system. The pavement on the north side of Oak street, between Main street and Pear alley, should receive the attention of the borough authorities before somebody stumbles over the cracked and disordered slabs and forms a basis for a suit for damages. This pavement is made of cement and has always been a source of annoyance to the public and borough authorities. When It cracks water gets under it and either causes pieces to be raised high or lowered so as to form pits. This Is the condition at the present time. The pavement should be repaired at once, and well, too. There has been considerable talk about Shenandoah having a bicycle club, but it has not materialized. About twenty- five Prlncesof the Pedal have been trying to effect an organization for u number ot weeks, hut for some reason their efforts have not been successful. Joe Scally, the newsboy, has been play ing tricks again. In the Grant Band room there is a blackboard, which is used for meeting and other announcements, When members of the band visited the room Tuesday night they found the fol lowing announcement on the board : "This band will hold regular meetings on the first Tuesday of each month, when It does not fall on a Sunday.
