Affair of the Provinces.
OTTAWA, Maroh 30. Although fall par
ticulars of tho notion taken by tho Domin
ion govorninout regarding tho Manitoba
school question havo boon before tho pub
Ho for soma days, it is only now that this
action is beginning to bo fully understood.
Tho Dominion government has dono two
things: It has ordered the provincial
authorltlos ti reestablish tho sepnrnto
schools abolished In 1800; and, falling
compliance by that province, tho Domin
ion has stated in so many words that n
federal -act will bo passed for tho purposo
of attaining this object.
It Is at this point tliat tho danger of the
situation appears. The provinces have al
ways boon jealous of their rights bf self
government, and on attempt to encroacl.
on tlicso rights by the passago of a fodoral
law to accomplish a provincial object will
evoko a vigorous protest in every member
of the confederation outside of Quebec.
This outcry will bo especially vlgorou in
Manitoba and Ontario, because a fodoral
law once passed for tho purpose of re-establishing
separnte schools In a province
cannot bo repealed by any power short of
that of tho imporial parliament in Eng
land. Not only this.

taxation for public schools, and giving
Roman Catholic school boards power to
levy ratos on their own people for the
maintenance of their own schools. Fur
ther than this, it Is likely that the Do
minion government will retain a portion
of the subsidy payable by tlio Dominion
to tho province under tho ternn.of union,
and apply this as a supplement to the
funds raised by local taxation lorsoparnto
school purposes.
