The negotiations with these govern ments havo proceeded quietly, but with such satisfactory results that they nro well along toward completion. Tho chief in terest of Franco is In securing cable con nections with Tahiti and her other Pa cific possessions and with her naval ren dezvous which is now cut oil from com munication. Russia's Interests in the project are re garded us oven more important than those of Japan or France. Russia's cable com munlcatlon with the Wostorn Hemisphere is now westward through London or Paris, and this altering of all her news and of ficial meswigos through Loudon, in partic ular, lias long 1k":i a source of irritation. The Russian Imperial family already havo h cable from Vliullvostock, the easterly poliit of Siberia, to Japan, so that tho now line would give Russia through cablo com munication eastward instead of through London or Paris. The military and strut ?gic Importance of this is very great, for should Russia be arrayed against the triplo alliance she could not eommunicati west ward to the outer world, but could always maintain communication eastward to the United States and to France. Hawaii is also interested in the enter prise, as she regards it as a practical real ization of her efforts to communicate with tho outer world. The United Statos con gress failed to act, and it also declined to vacate the treaty In order to let Great Britain build the cablo. Under these cir cumstances tho new enterprise, with Rus sia, Franco and Japan joining, has com mended itself to Minister Thurston, tho Hawaiian minister, and to other loading men of Hawaii. 1 The foregoing gives tho international scope of tho enterprise. It was not made known at that tlmo that France, Russia, Japau and Hawaii woro Inter ested in the project. But tho failure to secure a national charter has in no way checked tho enterprise. Tho urriingonionts are so far along that tho filing of tho ar ticles of incorporation will be during the present month. The consummation of these plans, which are now made known for tho first tlmo, cannot fall to arouse keen Interest In Groat Britain ami throughout Europe. The British project of it cable starting from Vancouver appears to be ended with the failure of tho senate to so modify our treaty with Hawaii as to let the British cable land on Noekar Island. Tho only re course for Great Britain would bo to In duce Huwall to break this treaty obliga tion with the United States, but It is Known positively that this will not bo done.
