Thomas Byrnos was tho last wltnoss be
fore tho Loxow commlttoo. At the conclu
sion of his examination late Saturday
night tho Investigation of tho police de
partment wns ended.
Superintendent Byrnes admitted that
tho present condition of tho pollco depart
ment of this city Is bad, and that lit Is
practically Impossible to better It under
tho existing form of organization. Ho con
cluded his testimony by saying that ho
luul been twlco on tho point of resigning
from tho position of superintendent, but
that ho would not allow himself to bo
forced out Ho felt no hesitation now In
announcing that ho sent his resignation to
Mayor-olect Strong two weeks ago.
The superintendent declared that, oven
without the Intervention of Dr. Parkhurst
null his society or the Loxow committee,
ho himself would havo collected by this
tlmo fully tlireo-flftlis of tho evidence of
police corruption that now stands publicly
recorded. Ho declared that his wealth
amounts to $350,000, and dolled nuy ono
to show that ho had come by ono dollar
of It dishonestly. The bulk of his fortune,
ho stitd, had been niudo through invest
ments managed for him by prominent
financiers for whom ho had done favors.
The superintendent said ho made friends
with Commodore Vanderbilt In 1873 or
1874. A brothcr-la-lawof tho commodore,
named Crawford, l.?d shot u police oillccr
and got Into trouble. Tho pollco went
Into tho commodore's house, and tho com
modore complained of It. "I Vont to tho
commodore and explained to him. It re
sulted In his oifering to do somothlng for
me. I said I had nbout $2,000 to lnvost,
aud gave It to him ond got $0,000 back as
tho result. 1 had then 112,000 or $16,000,
In addition to the valuo of my houso. I
had no bank account at that tlmo."
Tho capture of tho man Wolls, who was
a blackmailer, so pleased Jay Gould that
ho wanted to give him $10,000. "I saw him
for tho first tlmo and astonished him by
refusing to take It. Afterword he pro
posed to buy somo stock for mo, and said
he would do it without my putting up a
margin. I also refused this, but finally
said I would put up $10,000 if ho would use
It for mo as margins. Ho said ho would
do so, and I gavo lilm tho money. That
brought mo In fl&'i.OdO In all."

declines to reveul unless advised to do so
by counsel.

ney John O. Slott nunc before tho com
mittee seeking vindication. A chanco was
afforded him to deny tho statements made
by Louis S. Stroep, who, on tho hearsay
testimony of a green goods operator, ac
cused -Mr. Mott of olllclal wrong doing.
Mr. Mott's feelings overpowered him and
swept him into an oratorical outbreak.
Thereby ho lost his opportunity.
It is apparent at pollco headquarters In
this city today that a change In affairs
there is spoodlly approaching, and gloom
pervades tho entire building. No ono In
tho big marble structure doubts for an In
stant that Superintendent Byrnos Intends
to retire as soon as his successor Is ap
pointed. Tho head of the police depart
ment was in his oillco as early as 8 o'clock
yesterday morning. There was no con
cealment among those posted that tho
superintendent was engaged In making
preparations to movo. Ho was closeted
during his stay with his confidential man,
Sergeant Frank Mangin, iiud was clearing
out all his private papers and elTects,
They were packed up and sent to his home
on Wost Fifty-eighth street.

Elkton, .Md., Due. 31. Captain Will
iam Fears, of Port Herman, and George
Webb, his uncle, of Philadelphia, while
fishing with pound nets in the Klk river
were caught In u snow storm. Tho boats
were caiHlzed, but Webb clung to his ami
beached It an hour later. Fears' boat was
j found bottom up near Font's Point, and
ho douutlcsi perished, lie was about 33
aud leaves a wlfu iiud two children.

Lonpon, Deo. 81. Severe weather has
prevailed throughout Great Britain since
baturday, tho heavy gale being accompan
ied by hall and snow, rendering naviga
tion along the coasts both dllllcult nnd
dangerous. All vessels that could do so
mode for havens of refuge. Some, how
ever, did not succeed in reaching port, but
were wrecked when almost In Bight of
safety. This was tho coso of tho bark Os
soco, Captain Boggs, which sailed from
Taltal Aug. 15 for Ardrossan. Sho mado
the long voyage safely until yosterday
morning, when she was wrecked ou tho
Holyhead breakwater, aud overy soul on
board of her, twenty-four In all, were
drowned. The Osseco was caught In tho
gdlo In tho Irish sen, and Captain Boggs
evidently thought ho would run Into Holy
head and wait for tho storm to nbnto.
Shortly after 3 o'clock the keeper of tho
llghthouso at the seaward end of tho long
breakwater saw a bark como out of the
gloom with her lights burning brightly
and under closo storm canvas. The wind
was blowing a living gale, and a terrlllo
sea was running before It. Tho bark, how
ever, was making as good woather of It as
was possible, aud was apparently bolng
handled In a most careful manner. How
tho accident occurred Is not oxactly
known, but It Is surmised that an extra
ordinary high sea lifted h'"- when sho
was quite closo to the hi. -water and
dashed her upon It. Sho struck amidships
and immediately began to break up, tho
sea pounding at her furiously tho moment
Bhe became stationary.
Tho llghthouso keeper, as soon as ho
realized what had occurred, fired a rocket
to call tho coast guardsmen and lifeboat
men. In tho meantime the bark had
broken Into hnlvos, tho mainmast goiug
by the board. In Its fall It struck sovoral
of the crow who were on the deck, killing
them Instantly. Othurs of tho crew hod
clambered into tho fore and mlzzon rig
ging to escape being washed overboard by
the huge combers that were making a

After the masts had gone by the board all
was silence on tho wreck, and those on the
breakwater knew that a. hands on tho
bark had perished. In a short tlmo noth
ing was visible beaward but broken spars
with rigging attached to them. During
the day nine bodies were recovered. The
Identity of tho bark was learned from
somo of her papers that wero washed
ashore.
Tho Osscca was commnnded by Captain
II. Boggs. She was a steel vessel of 1,3113
tons and was built in 18SH at Londonderry,
from which port she hailed. Her dimen
sions were: Length, -15 feet 3 Inches;
beam, 30 feet 0 Inches, and depth of hold,
21 feet 7 inches. B. H. McCorkoll was her
owner.
the Norwegian ship Frey, from Darlon,
while riding at anchor oil Troon, was dis
masted. Her crew were taken olf In tho
lifeboat. The boat was capsized and ono
man was drowned. The other fifteen
reached the shore safely. Tho Frey has
since dragged her anchor anil gone ashore.
Tho British bark Bonitu, Captain Thomas,
from Galveston, was run into olf Fal
mouth and damaged by tho schooner Cur
rlo Harvey.
A dispatch from Londonderry says that
nothing bos been heard of tho Mississippi
and Dominion lino steamer Sarnla, which
lost her rudder at sen, and which after be
ing taken in tow by tho Anchor lino
steamer Ancborln, was dropped about 130
miles west of Tory Island owing to heavy
weather, which mode towing dangerous.
Tho Anchor lino steamer Furnessia, from
Glasgow for Now York, which sailed from
Movillo yestorduy, has orders to keep a
sharp lookout for tho Sarnla. Tugs are
lying In Lough Foylo In readiness to pro
cecdln search of her as soon us tho weather
penults.
A coasting schooner wus dismasted oil
Cromer. Four lifeboats started out to
rescuo her crew. The vessel had swung
off In the trough of tho sea, where sho
rolled her rails under. Tills mado It ex
tremely dangerous for tho lifeboats to
approach her, and twelve hours olapsed
before tho crew were taken off and lauded.
Tho storm Inland has done somo dam
ago. Tralus havo been blocked by heavy
snow drifts, und In many places In Scot
laud tho telegraph wires are down.

NEW YoltK, Doe. 31. All Incoming
steamers report very sovero weather along
tho coast. Steamers from Europo report
having experienced the effects of tho gale
of tho 27th when approaching tho George's
Hanks aud Nantucket. Tho wind, which
set In from tlio southeast blowlngastrong
gule, shitted to the southwest and north
west, uccompanied by heavy seas aud in
tensely cold weather. Tho vessels' decks
and hulls wero coated with lee to tho
thickness of several inches. Tha crews
suffered much from tho cold, and tho task
of getting about the decks proved a very
dllllcult one,

State John W. Foster started from Wash
ington for Japan, where ho will join the
peuco commissioners of the Chlueso gov
ernment, to act as their legal adviser. He
wus accompanied by John Henderson, the
son of ex-Senator Henderson, of Missouri,
who goes in the capacity of secretary to
Mr, Foster.
