Malcolm Aghanlallan, of this city, who has been working to obtain names of American cit izens held in Armenian prisons, learns that Dickran Tarzlan, formerly of Troy, N. Y., Is held under peculiar circum stances. Tarzlan established an Iron works In Hartoot after paying a heavy li cense fee demanded by tho authorities. Shortly after tho factory started It was closed by tho authorities, who said tho smoko was spoiling tho buildings. Tar zlan demanded a rebate of his license, fee, but this was refused and ho was arrested on a trumptcd up charge..
