adopting a joint label for the shoo workers

A lettor from Governor Wnlto was rn-
celvcd touching on tho action of Presi
dents Harrison nnd Clovelnnd in colling
out tho federal troops for tho settling of
labor and other troubles, andurging work
ingmen to ttnlto In political action.
At 10 o'clock tho "political program"
which was submitted by tho last conven
tion to tho various unions to bo acted upon
by them and then by the fodorotlon was
taken up. It was as follows:
Whereas, Tho trado unionists or ureat
Britain have, by tho light of oxporlcnco
nnd tho logic of nrogress, adopted tho
principle of lndopondent labor politics as
an auxiliary to their economic action;
and,
Whereas. Such action has resulted In
tho most gratifying success; nnd,
Whereas, Such Independent labor poll-
tics are based upon tho following program,

1. Compulsory education. 9. Direct legis
lation. S. A legal eight hour day, 4, San
itary lnspoctlon of workshops, mines and
homes. 5. Liability of employors for in-1
jury to health, Dodyorllfo. 0. Tho aboll-l
tlon of tho contract system In all public
work. 7. Tho abolition of tho sweating
system. 8. Tho municipal ownership of
street cars and gas and electric plants for
public distribution of light, heat nnd
power. 9. Tho nationalization of tole
graphs, telephones, railroads and mines.
10. Tho ownership by tho peoplo of all
means of production and distribution. 11.
Tho prlnclplo of the referendum in nil
legislation.
Hcsolvcd, That tho convention hereby
lndorso tho political action of our British
comrades, nnd that this program and basis
of a political labor movement be, nnd is
hereby submitted for tho consideration of
tho labor organizations of America, with
tho request that their delegates to tho
next annual convention of tho American
Federation of Labor bo instructed on this
Important subject.
Tho preamblo was stigmatized by Sir.
Strasser as a bold misrepresentation, nnd
moved that tho preamblo bo stricken out,
It was clalmod that tho labor unions of
England had no political organization

tion among laboring men, and that prcsl

denounced ni a Ho tho general chargo
which included him, nnd defied Mr. To
bin, Mr. Morgan or any other delegate to

to honosty. Ho charged that It was a cow
ardly, covert attack on organized labor.
After nn acrimonious discussion tlio mo
tion to striko out tho preamblo was car
ried by a vote of 1,385 to 801.
Tho various planks of tho plntform were
then votod on separately, being adopted
with tho following changos
Planks 3 and 11 wcro consolidated, mak-
lng tlio plauK roaa: "Direct legislation

Plnnk 3 was amended to rend: "A legal
work dav of not moro than clcht hours.
Plnnk 8 was nmended to includo water
works and adopted,
When tho famous plnnk 10 camo up, a
fow minutes before 4 o'clock, tlio tug of
war was reached. Mr. Strnsser, of Now
Jersey, said ho proposed to mako tho au
thor of that plank declare himself. Ho of
fered as nn amendment tho addition of
words "by means of confiscation without
compensation.
T. J. Morgan, author of tlio plank, se
conded tho amendment.
A. McCarthy, of Boston, offered a sub
stltuto as follows : "Tho abolition of tho

substituting therefor of a tltlo for occu

J. Mnhlon Barnes, of tlio Clgarmnkers'
union, raised tho point of order tiiat a
similar resolution has been nlrcady adopted
by tho federation, nnd thoreforo could not
bo considered. President Gompcrs ruled
against tho point, nnd Mr. Barnos np
pealed from tho decision of tho chair. Tlio
chair was sustained.
Thomas J. Morgan presented a chart to
show tho rolatlvo numbers and woalth of
worklngmcn, business men, capitalists
and millionaires. Ills speech was a vig
orous advocacy of socialism. Ho said:
"Wo havo as our allies In tho socialistic
movoment nil kinds of labor saving ma
chinery, and wo havo tho millionaires,
Thoy put Dobs In Jail today. 1 um glad of
It. That is tlio Kind ot woric that win
mako you vote to put mon on tho bench
who will rontler such decisions."
Mr. Strasser followed Mr. Morgan In
opposition to socialism. Ho said socialism
