JI. Patenotn- was asked by an Associ
ated Press n'presentativo as to tho defense
of Pekin, which the .Inpnneso now threaten
to strike, mid the roads over which tho in
vaders will have to pass If they march on
1'eklu.
"Tho defenses are very primitive," said
tho ambassador. "Tho outer wall Is a
huge affair, completely encircling tho city.
It Is about tho height of a six story build
ing, and whlo enough for travel by horses
nnd carriages, but as n mams of defense it
would amount to nothing against modern
artillery. The walls about Tonqulu woro
oven stronger, being built by skilled en
gineers, but they quickly gave way lxifore
big guns.
"There Is hardly any such thing ns roads
about Pokln and Tientsin, so that travel is
very dlllicult. There are occasional
stretches of good ronds, but these are ex
ceptional. The trip from Tientsin to Pekin,
about twenty miles, used to take me two
or three days. Usually it Is mado by tho
river route, and that also takes several
days. It is tho most primitive kind of
traveling, each passenger having a boat to
himself. There was no steamer above
Tientsin, although tho capital and tlieem
poror were only ninety miles allovo."
Tho locality between Tientsin and Pekin
of which tho ambassador spoke Is tho one
referred to in tho dally reports from the
soeno of war as tho probable route of the
Japanese. Mr. Potenotro was asked what
dllllcultios of cllninto would bo encoun
tered by the Invading force.
"Tho climate will ho tho greatest diill
culty," said he, "it gets intensely cold
about Pekin tho latter part of October.and
everything is frozen up in Novenilier. Tho
cold is so severe that it almost puts a stop
to travel and communication. It has
taken a full month for mo to get a letter
from Shanghai to Pekin in tho winter.
The Japanese are from a warm country,
entirely unused to severo cold, and, as far
as wo hear, without special provision of
clothing for the Intense cold coming on tho
latter part of this month. That promises
to bo tho greatest difficulty thoy will bavo
to contend against."
It is a sing.ilar fact that during SI. l'n
teuotre's loo r servloj lu China, much of
the time in tin' ,une city ns tho emperor,
ho did not see the Chinese ruler. "Tho
emperor practically live, iu a city by him
self," said ho, "ns the Imperial pahuo and
niuls nro surrounded by great wall-,.
from ,.. 'h tho emperor does not come
from ono year's end to the other, nnd t(
which no ono except tho miul.-.ters and
court attendants over penetrate. If ot rare
intervals the emperor comes uutshle, the re
Is a public proclamation In advance, and
any ono In the streets when ho passes
through Is severely punished. The only
gllmpso ever secured of the emperor Is by
pricking holes in tho white paper windows
which take the place of panes of glass.
Tho ambassador was asked If Ids ob
servations of tho great latent resources and
enormous population of China led him to
believe that they would ultimately lw
aroused and prove resistless.
"Undoubtedly tho population is vast
something like four hundred millions
but there is much dllTerenco between a
groat population and n great army," said
the ambassador, significantly.
Speaking of Li Hung Chang tho ambas
sador said:
"He does not speak English, French or
any other language t linn his own, all In
tercourse with fnuigii olllcinls being car
ried on through an Interpreter. There ap
pears to be it settled policy among Chinese,
diplomats and cT.lcinls to adhere to their
own language, so much so that tho Chinese
diplomat at Paris, who liccame proiloent
in making French bon mots, created some
thing of a sensation and wiw afterward re
called. Viceroy Iji iiuproMod me, however,
ns ono of the very lew Chinese onicialb who
at heart desired to accept the moderns ways
of Kuropoan countries, and if he had not
been held lmck by the overwhelming senti
ment of China against eastern civiliza
tion ho would have modernized China long
ago. As It is he has introduced quite u
Kuropetui atmosphere into his private
household. Li strikes one a a student and
statesman rather than as a warrior. Ills
tendencies are all those of a scholar. Ho
hiM sought to modernize the Chinese army
and navy, but compared with the equip
ments of Kuropoan and American troops,
which Improve constantly, they are far out
of date."
