BmslIKOllAM, Aln., Auk. 10. The con

ment, which snysi "The election returns,
ns reported by the press nnd supporters
of the ticket headed by Colonel Oates,
show a repetition of the election frauds
of 1892, with less pretext and absolutely
without the least semblance of lustlnca.
tlou, in order to overcome legitimate ma
jorities for our ticket in forty-one white
counties. These falsoand fraudulent m
jorltles aggregate 84,107 from fifteen black
belt counties. In 1S(I2 these same black
belt counties aiicrecated majorities ol
28.C09.
"In addition to this tho frauds that
fenve been perpetrated in white counties
is not less than 15,000. With the consum
mation of these has also been brought
forth four or live fraudulent elections oi
teuntors and eleven or twelve fraudulent
elections of representatives In the general
assembly. This outrageous action, tnten.
sifled by the imprudence nnd nffrontery
with which It has beeu done, displayed a
disregard of public sentiment in such
brazen faced manner that it seems to have
beeu intended to add insult to injury,
"The law under which the election oi
1892 was held, which was devised to as.
euro the prevention of fraud with ease,
facility and safety, has been amended by
the Sayrc law, the purposes of which were
to disfranchise illiterate voters and to as
sure the perpetration of greater frauds
by the election just held, and has been
known and intended by the usurper who
exercises the function of governor, Illus
trated by his remark when ho signed that
bill. A contest law was promised to al-
lay and prevent a popular uprising in
1802. to be broken in the most shameful
manner, and the perfidy and treachery
displayed wns afterwards boasted of as a
line pleco of legerdemain.
We admonish our people not to accept
promises nor pledges from those who have
proven themselves recreant to every re
quirement of law, to every demand ol
honwr, and to every exaction of duty,
They demonstrated that they aro enemies
to liberty, and Kepublican Institutions.
"The conditions In this state have
reached a climax. There is no doubt that
the state ticket headed by Captain Kolb
has been elected, The alternative is pre
sented of submission to wrong, insult and
robbery or to assert tho sovereign power,
before which thrones totter, scepters fall
and the outrages of tyrants cease. That
alternative must meet a response from
manhood or silent submission from those
unworthy Of citizenship. We do not ad
vise fighting nr lawlessness of any kind."
The statement recommends the boldincr
of meetings on Thursday, the 2yd of Au
gust, at the respective court houses, to
act "uiion this great crisis, and to insist
that manhood, patriotism and love of lib
erty, which lias always evoked prompt
and decisive action from them, shall find
expression in their course, that will be
creditable to their revolutionary bin's
and furnish a precedent in onr history to
which all will ever revert with pride and
satisfaction, At the same time and place
we would urge the organization of law
and order leagues to uphold the suprem
acy of that greatest of all law and power
tho sovereign will of a free people.'
Kolb announces that ho will go to
Montgomery and organize a dual stats
