WASHINGTON, July 18. The first formu
latlou conference on the tariff bill with
all the senate nml house members, both
Democratic and Kopubllcnn, present was
held yesterday and continued only about
an hour. An adjournment was then taken
until 2 o'clock this afternoon. The pro
cccdlngs of the full conference consisted
In an effort ou tho part ot the Democra
tic members to enlighten their Hepubll
can colleagues upon tho elements of dis
agreement between tho Democratic mem
bers of the two houses, without revealing
tho methods by which they have sought
to get together or the details of tho pro
ceedings of the Democratic oouterenoes. j
It had been expected that tho Republi
can conferees would at the outset Indulge
In somo criticism on having been kept out
of the conference during its initial stngos.
Lint tho Republicans had little to say be
yond the formal greetings, and waited
until Senator Voorhees, as head of tho
Democratic conferees, made a somewhat
formal and full statement of the situa
tion. He said that no discourtesy to tho
Republicans had been intended. The
meetings bad not been conference meet
ings, but had been confined to an effort to
bring about some settled policy among
the Democratic conferees.
Senntor Voorhees added that ho was
frank to confess that tho efforts toward
ngreement had not proved successful.
The features of disagreement were then
gone into at considerable length by Mr.
Voorhees and his associates. They stated
that the sugar, coal, motal and woolen
and cotton schedules had been tough
bones of contention, but did not give par
ticulars in any case except in that of
sugar, with reference to which they stated
tbnt the house members had indicated a
willingness to grant some duty ou that
article, but had objected to the differen
tial duty on retlned sugar.
On the other articles which had been
the basis of disagreement Senator Voor
hees and other Democratic members of
tho conference contented thomselves by
saying that the Democratic conferees of
the two houses had contended, each slue
for its own bill, This had been especially
true ou the metal and woolen schedules,
the senate amendments to which had
been strongly objected to by the Demo
cratic house conferees. They said among
other special articles In the metal sched'
ule the house members had hold out for
free Iron ore, and for the house rates on
lead ore containing silver, cutlery and
steel rails. They had also demanded so
it was reported to the full conference-
free coal, In the general discussion the
Republican conferees gathered that
sugar, iron ore, coal and woolen schedule,
cotton schedule uud silver lead bearing
ores were the chief questions o( disugree
inent.
The question finally arose as to what
would be done now that the full confer
ence had assembled. It was suggested by
Senator Aldrich that the bill should be
taken up item by item uud be considered
by Republicans and Democrats, but the
point was raised that this appeared to be
hardly worth while iu view of what the
Democrats hud just disclosed that there
was no prospect of agreement on the main
question.
The meeting yesterday was not marked
by any sharp controversy or criticism and
only once did the sarcasm of Mr. Reed
find utterance. It was when Uhairniau
Wilson, speaking rather personally of
the amendment urged by certain Demo
cratic senators, said that it might be well
to inform tho public of the situation by
printing in the tariff bill the names of the
senators alongside their respective amend
ments, To this Mr. Reed responded that
the public would probably mistake the
tariff bill for a biographical dictionary.
As a resu t of the meeting the Repub
lican conferees concluded that n general
disagreement could be reported to both
bouses within a few days. Thero was no
distinct statement or proposition to this
effect, but it appeared to bo the only con
clusion to bo drawn from what had oc
curred. Senator Aldrich and Mr. Reed
said there would bo no disposition on the
part of the Republicans to deluy u report
of disagreement. At the close of toduy's
meeting Chairman ilsou stated that no
exact plan was In.vlew for reporting back
to congress,
No Strike Ooinmlilton Jnit Yet
Washington, July 18. It is understood
that the selection of the commissioners to
investigate the late strike was under dis
cussion by the cabinet yesterday, but so
far thero are no open indications of speedy
action in the matter. One explanation for
the delay Is probably to bs found in the
belief by the president that the labor
leaders huvo not yet completely mot the
condition ha imposed as precedent to the
appointment of a commission, for the re
ports that come to hand daily show that
lawlessness and obstruction still exist in
many places in the west.
Imprisoned In Slid Air.
CniCAOO, July 18, Five men spent a
day and night on the Ilalstead street lift
bridge, suspended 100 feet in mid air. The
mechaniwu of the bridge suddenly became
broken, and the men, unable to get off,
were carried upward with the bridge.
Food and water were hoisted to the brldg e
and the prisoners made themselves as
comfortable as possible, until the dam
age was repaired and they were released
from their perilous position.
Wreck on the Lehigh Valley.
Easton, Pa., July 18. A bad wreck oc
curred on the Lehigh Valley railroad at
Kennedy, N. J., live miles from here. A
freight train bound east ran into a gravel
train, causing cars to pile up on both
tracks. Later a west bound mixed train
ran Into the wreck. Samuel hlkeusou,
engineer; Robert Cline, fireman, and Na
than Derr, brukemun, were all seriously
injured.

A telegram was produced in court, sent
by Debs on July 2 to North Butte, Mont.
It rend: General managers are weaken-
lng. If the strike is uot settled tn forty-
