If the state of slego has been extended, as reported, he thinks it will apply to all the localities In tho country now under martial law, and not confined to lllo alone. He has as yet no ollicial information on the subject. Likewise is the minister without nny official Information concerning the re ported capture of Lapa by the insurgents. Lapu, tho minister says, has always been loyal to the government. It Is an impor tant town in the state of Parada, and is about 300 miles southwest of Hio.
