of interest. He is quoted as saying:

"The Terminal proves one of the
best things done by the late manage

a large rental from the market house
and other portions of the property, so
that the Terminal oosta R?adlug less
than four per cent, on its cost. We
want to show that the Reading is able
to meat Us fixed charges and provide
enuinment out of revenue. If we can
do this, it will prevent disintegration.

MlniMer Willis was unexpectedly sent tn
congress In n special message on Saturday
The report confirms t lie recently published
reports of Minister Willis demands lor
the queen's restoration and of the firm re
fusal of President Dole to permit it. Min
ister Willis' interview with the queen, in
which she maintained this revengeful at
titude, is given in a letter dated Nov. 15,
ni follows:
.Sill: In the forenoon of Monday, the
13th lust., by tirenrrniigement, the queen,
accompanied by the royal chamberlain,
Mr. Robertson, called at the legation.
I then made known to her the presi
dent's sincere regret that through the un
authorized inter
vention of the
United States she
had been obliged
to surrender her
sovereignty, and
his hope that with
her consent and co
oiierntloii the In
justice done to her
and to her people
might be redressed.
To this she bowed
her ncknowlnients.
I then said to her:
The president expects nml believes that
when reinstated you will show forgive
ness and magnanimity; that you will
wish to be the queen of all tlio people,
both native and ioreign; that you will
make baste to secure their love and loy
alty, and to establish pence, friendship
and good government."
To this she made no reply. After wait
ing a moment I continued: "Should you
be restored to the throne would you grant
full amnesty iih to life nml property to nil
those persons who have been or who aro
now in the provisional government or who
have been Instrumental in the overthrow
of your; governmehU"
She hesitated a moment, nnd then
slowlv mid calmly answered: "There are

I shall abide. My decisions would be as

to the government." 1 then snld, repent
ing very distinctly her words, "It is your

She replied, "It is."
I then said to her: "Do you fully un
derstand the meaning of every word which
I have said to you and of every word
which you have said to me, and if so, do
you still have the same optnlonr"' iier
unswer wns: "I have understood and
mean nil 1 have said, but I might leave
the decision of this to my ministers."
. To this I replied: "Suppose it was nec
essary to make a decision before you ap
pointed any ministers ami tunc you were
asked to issue 11 royal proclamation of
general amnesty, would you do itf" She
answered: "I have no legal right to do
that, and I would not do it." Pausing a
moment she continued: "These people
were t he canso of the revolution anil con
stitution of 1K87. There will never be any
peace while they are here. They must be
sent out of the country or punished nnd
their property confiscated."
I then said: "I have no further com
munication to make to you now and will
have none until I hear from my govern
ment, which will probably bo three or
four weeks.
From these nnd other facts which have
been developed 1 feel satisfied that there
will be a concerted movement, In the
event of restoration, for the overthrow of
that constitution, vhlch would mean the
overthrow of constitutional nnd limited
government and the absolute dominion of
the oueeu
I need hardly add in conclusion mat tnc
tension of feeling is so great that the
promptest action is necessary to prevent
disastrous consequences.

is reporled that thereupon the United
States miiiiHter spent a portion of the
evening in question at Washington Place,
arguing with the ex queen and urging her
to change her opinion. H is said that she
refused to do this, and that sho excepted
fioni amnesty President Dole, W. O.
Smith, the attorney general; Chief Jus
tice Judd nnd several others.
The ex queen is now perfecting arrange
ments, it is reported, for bringing suit
ngalnsl the United States for an immense
amount of money.
