that the latter part ol tho Sun's assert
ion Is true. But the McKinley bill
was entirely nou-tectloual. It pro
tected every American iudustry.North,
South, East and Wtst, manufacturing,
mining and agricultural, that needed
protection. It favored Republican
states only in the sense that these
states, as a rule, had more and greater
interests to protect; being greater in
the amount and variety of their pro
ducts. HOW TO BEAT IT.

oljjars, cigarettes, spirits and other pro
ducts. The secretary recommends an lncreio
of ten cents a gallon on the Internal revo
nuo tax on spirits, an additional internal
revenue tax oti cigars and cigarettes, new
taxes on playing cards, cosmetics, per
fumeries, legacies and successions, and
Incomes from investments in stocks and
bonds of corporations and joint stock com
panies. In relation to the proposed taxes on
clears, spirits, cigarettes and playing card
dealers, the secretary says these would
fall upon a comparatively small number
of people. Consumers of these articles
ought not to complain, as they are not
necessary to health or comfort.

The secretary says the tax on legacies
and successions has the merit of not being
Inquisitorial or liable to evasion. The gov
ernment would not ho dependent upon
the benellciarieH of this class of property
for truth of statement as to the value of
the property, but would need only to in
spect the records of the courts where the
documents relating to the property must
be filed. The tax would bo just, also, in
asmuch as the beneficiaries owe their ac
quirement of tho property to no effort on
their part.
In tho case of incomes from investment
in corporations and joint stock companies
the income is secured, the secretary says,
simply by the earning capacity of tho cap
ital without personal ellort. When com
pelled to, by reasou'of its necessities nnd
depleted revenues, the government should
tax those who.se possessions are such as to
enable them to escape wholly or in part
the general burden of taxation.
Incomes from capital invested in tho
stocks and securities mentioned are not
now taxed by the government or states,
and could well stand such tax as proposed.
Theseinstitutiousareinvested with valua
ble franchises not enjoyed by otherciti.ens
and owe something to the government for
their existence.
What It Would ltcnllru.
The secretary hints that a tax of 1 per
cent, on incomes of $3,000 derived from in
Testments of $50,000 in 0 per cent, stock of
this character would net $30,000,000 to tho
government and be an insignificant bur
den. Tho secretary estimates that the reve
nue for the llscial year ending June next
will bo $430,000,000, and the expenditures
$458,000,000, leaving a deficit of -!8,000,0O0.
To meet the emergency the secretary
asks for authority to issue $200,000,000 3
per cent, five year bonds, in sums of $')5
and its multiples, to he sold at sub-treasuries
or postolllcos. Such bonds would
afford to the people at lnrge an oppor
tunity to convert their surplus earnings
into a form ot security which, while it
would be perfectly safo, would not only
increase in value by reason of accumulat
ing interest, but be at all times available
as a means of procuring money when
needed. Another plan ho suggests is the
issue of $50,000,000 in one year 3 per cent,
bonds to bo sold at par.
The secretary recommends that until
the effect of the repeal of tho silver pur
chase law is more fully doveloped no more
silver legislation be enacted.
The coinage of silver scignoi.ige, he
ays, will be pushed.
Ad Valorem Duties Championed.
The secretory champions the system of
ad valorem in placo of speeilie rates of
duties on imports, and says tho difficulties
of administration of ad valorem duties
have been exaggerated.
The secretary defends tho tariff for
revenue principle, nnd says revenue should
be collected with the least possible Injury
to the people, but without regurdtothe
groundless npprchensions and unreason
able opposition of timid or selfish interests.
The reduction of duties will encourage
imports and increase the revenues for 1S03,
it is estimated, about $50,000,000.
The report makes no reference to sugar
bounty, but recommends that the closest
economy lie observed in making appropri
ations. Kspocial caution should bo ob
served in the matter of appropriations for
looal purposes of doubtful character.

Anothor of l'striok's Victims Dead.
Fokt Smith, Ark., Dec. at. Mrs. John
Hendricks, the third victim of Monday's
tragedy, diwl last night. Mrs. Oarrett,
the fourth victim, is suffering intensely,
and her arm will probably have to Iw am
putated to save her life. Day, who is un
der arrest as an accomplice to young Pat-
tick in the crime, has been tranferred to
the federal jail for safekeeping, as it is
feared that an attempt will be made to
lynch him.
Ner Jersey' Vital Ktutlstlrs,
Tiienton, Dec. 21. The annual report
of the state board of vital statistics shows
an increased death rate In New Jersey.
The population Is 1,588,790, and the death
rate 10 88 100 In every 1,000 persons. Dur-
ing the year there were 17,178 marriages
33,285 births and 90,596 deatliB. There were
4,073 non-resident marriages, mostly in
Camden oouuty.
Hallway Thieves Sentenced.
Hamburg, Dee. In the trial of fifty
one prUonera charged with defrauding
the railways by a system or DriDery,
twenty-two railway sen ants have been
sentenced variously from three months to
two years. Nineteen cattle dealers have
been soutenced from one to to six months,
with heavy noes.

reports were agreed to after some very
lively speeches. Tho deficiency bill called
forth a very bitter arraignment of both
pnrtles for wanton extravagance from Mr.
Hutchison (Tex.), ami tho bridge bill at
amended by the senate was vigorously op
posed by Mr. ('iiiumings, Mr. Warner
General Sickles and Mr. llartiett, of New
York, but it was dually passed by a de
cisive vote.

formerly contained, according to usual es

walls, farms and dwellings burled by

ery shows that agriculture was carried
on by irrigation by the prehistoric dwell
ers, and a dense population supported.
New .Jersey's Valuation.

taxation lias completed u tabulation of the
real and personnl property In New Jersey
which is taxable under the general taxa
tion laws. The total assessed valuation
in tho state, exclusive of Monmouth
county, is $757,1 ."J.Sia. The estimated
valuation of the entire total is$7S,34ti,SW5.
Of tills amount the real estate aggregates
in round numbers .fiKO.OOO.OOO, and the
personal property 143,340,000. Kvery
county in the state shows an increase in
valuation over last year.

mittee on foreign relations, by vote of t he
senate, will investigate the alleged ir
regularities in our diplomatic dealings

states that no unusual methods were used
to elect members to the legislature last

Chicago, Dec. at. Nothing lias yet
materialized on the charges of fraud made
by the Kepu Oilcans, it Is not likely that
anything will be done until after the offi
cial canvass of the vote, which ought to
be finished by tonight. The Democrats
do not expeot a contest unless the official
canvass shows the vote to be very close.

sentence for life in prison or nn institution

Zniss, who wns fatally stabbed by a burg

who wns working with Zaiss when the
burglar entered tho bakery anil slabbed
the latter. He aNo answers the descrip

vention which is to be held in this city
tomorrow for tho purpose of arranging a
scale of prices to be submitted to tlie
operators is expected to be tho largest aud
most representative gathering of miners
ever held heie. President Fryc expects at
least 100 delegates to be present. It is to
be a joint convention of river and railroad
miners. If a general strike is ordered it
will affect from 13,000 to 14,000 men.

out hatters are beginning to show signs
of weakening, and many aro leaving town
daily for Newark, N. J.,and other hatting
towns. Tlie unions have reduced tho
weekly financial benefit to tlie members
to a small amount. It is said that the
factories will start up next week as inde
pendent shops.
