Samuel Ulntchford was born In Now
York city Starch 0. 18S0. Ho was tho son
of Mellaril Milford lllatchford, a distin
guished lawyer of his time. Ho stuilloil
In tho public sclioolo ot the city, ana was
graduated from college In tho class of
1837. In '89 he becamo tho private secre
tary of Governor Soward. and held tho po
sition until lio was admitted to tno unr in
1812. Ho bogan tho prnctlco of law lnlcw
York city, but removed three years later
to Auburn, where ho becamo tho law part
ner of Governor Seward. In 18-"3 Justice
lllatchford began tho publication of de
cisions of tho United Stntcs circuit court.
Two years later ho returned to New York,
where ho practiced law until he was clo-
rated to the fcuorul lienclt.
In 1807 President Johnson mado him
United States district judgo for the South
ern district of Now York, In which posi
tion he served with distinguished success
until 1878. In that year President Hayes
appointed him circuit judgo fortlio becond
Judicial district, aim In KHS lio was again
promoted to bo an associate justice of tho
United States supremo court, to succeed
K. Hunt, by President Harrison. Ho was
rognrded as the highest authority In the
United States upon questions arising in
admiralty law.
Judgo Dlntchford's long experience ns
judgo of tho Southern district of New
York had mado him intlmntely familiar
with that difficult branch of tho law, nnd
many of the most important decisions In
ndmlralty cases rendered by tho United
States Btipremo court In tho last twenty
years wero written by him.
Judgo Blatchford In personal appearance
was notable. Ho had an erect nnd sturdy
enrringo, a vigorous constitution, and was
fond of open nlr exeroiso. Although ho
passed the ago of retirement in 1890, he
was so vigorous both In body and mind
that ho refused to surrendor his Ufa work.
Ho was fond of socioty, and entertained
handsomely at his homo In Washington.

At tho corner of the Rue d' Angouleme tho
rioters In the Houlevard Voltnlro were met
by n body of dragoons nnd Innccrs. They
wero ordered linok, but pressed ahead. Tho
military charged, but, although mnny
rioters were knocked down nnd trompled,
the mob tllil not yield.

of stones nnd scattering shots. Soveral I
wero strnok with clubs. Tho chnrge wns
repeated and the mob began retreating
slowly. There wns no scattering or signs
of pnnlc. The men backed off step by
step, thoso in front wielding their clubs
right and left nnd those behind splitting
up booths nnd kiosks Into wenpons with
which to fight later In tho front. After
six chnrgos tho military had forced the
mob back to the Houlovard Richard Le
noir, wliero the fighting was suspended.
In tlielr retreat the rioters had set lire to
tho booths which they did not Bplit into
clubs. For five blocks the Doulovard Vol-

boards and torn and bloody clothing.
Most of tho windows were smashed during
the conflict. Thirty or forty rioters are
known to havo been seriously wounded.

mob wns driven back, but only after hard
lighting.

Throughout tho evening tho polico
treated brutally tho Paris reporters who
wero sent to describe the riots. Several
newspaper men wero assaulted and beaten
by the police. All of them havo been sub
