The substance, of these charges is that Captain Blunt was biased in favor of the Kralg-Jorgetiseu gun and that he practi cally prevented fair competition on the part of the American inventors. Colonel Otis' report is a lengthy document covering in detnil with evidence every point charged against Captain Blunt. It completely ex onerates him from every charge, and rep resents that instead of discouraging Amer ican inventors he fulfilled to the letter every instruction from the war department and put himself out to give American in ventors every possible facility.
