Washington, Mny 24. Assistant Secre
tary Hamlin has decided a now point us to
tho power of the Treasury Department to
compel a railroad company to receive and
carry goods received at tho seaboard and
destined for interior ports under tho Imme
diate Transportation act.
He holds that when a railroad company
receives such goods it must transport
them, but no power is vested in tho Treas
ury Department or its officers to compel
tho inilroad company or common rarrier
to receive them. Iu making this decision
he overrules tho Collector of Customs nt
Philadelphia.
Mr. Hamlin does not touch upon tho
point of tho right of the importer
to compel tho railroad company
under a common carrier law to receive uud
transport his goods.

The special order for 2:30 o'clock yester
day, tho hour o meeting, was tho report
of tho judicial comtnitteo on the lhlKb'i
case. Immediately utter the opening
prayer, Br. linker, chairman, was recog
nized, nnd addressed the Moderator and
Assembly ns follows:
"I had earnestly hoped, that but one re
port would bo presented by our committee,

presume tho failure was inevitable. I take,
however, comfort in tlio thought that there
is something better than even unanimity,
