It has been the practice tomake accounts special at the request of certain attorneys who have been doing business before tho denartment. and thus hurrying them throuen ahead of their turn. This has worked a great injustice, as men who did not emnloy uttorneys or could bring no in fluence to bear upon the office were com pelled to wait many months for tho settle went of their accounts. Under the system some accounts were settled as soon as they were received, while others had to wait from three months to nearly two years. Under the new order each account must be taken up in the order in wbioh it was received in the office and no account is to be maite special except unon the order of the head of the office, nnd this order is not to be given except in the event of some extraordinary emergency, Penmylvanlam ATter Offlce.
