The resolution is a good one and the miners of the BohuylUIH coal region, the oouBtituents of Senators Keefcr aud Monaghau, will espect those gen tlemon to befriend It. Senator Keefcr will be looked to especially, as he is a member of the committee that now hai the matter in hand. The miners of the state will expect to see that resolution returned by ths committee to the Senate with a favorable endorse ment, and its ultimate passage by the Senate. It is a deplorable fact, remarks the 35ethkhem Times, that Mr. Cleve land's principal appointees so far have been men who sought the disruption of the Union. He himself was not, in war time, noted as a supporter of the federal government, and It looks very much as if his old time prejudices are today controlling him in his ap pointments to the most Important public offices. Of course, he has shoseu a few well known loyal aud patriotic men, but the majority of those whom ho ;has appointed to public oflice are men who were arrayed against the Union, and who, although apparently "reconstructed," seem to manifest little affection for the flag of the nation. It is unfortunate for Gro yei Cleveland that he sent to Hawaii the ex Confederate Blduiit, and it is equally unfortunate.for the Democrat ic party that this man Blount, an ex rebel, should have been the instru ment that caused the flag to be hauled down. The people of the United Steles Republicans and loyal Demo rats are sensitive on the flag ques tlon. It may "snow" again. The gold re serre, depleted Friday, is Intact do-day, offers aggregating nearly $4,000,000 having bean receiveri and accepted by tbe secre tary during Saturday. Secretary Carlisle says be did not think, in Justice to thorn who were disposed to supply the govern ment with gold, that their name should be published, and for that reason alone lie did not think it wise te state namea and places from which the offers came. It is interesting to noto In connection with the gold situation, how, during the past few years, tho treasury hns lost gold. On January 31, 1880, the net gold in the treasary was $194,0(10,000; on January 81, 1800, $177,000,000; January 81, 1881, $141,000,000; January 81, 1898, $110,000, 000, und on January UI- 189a, $108,000, 000. The exaggerated stories which gained circulation to the efVect that President Cleveland and Secretary Carlisle hud had a serious misunderstandiag which might lead tbVtbe resignation of Mr. Carl isle are efllclally denied by members of the cabinet and official h of the treasury depart ment. The relations which exist to-day between Secretary Carllslo and the presi dent are as cordial as they have ever been. What the fnture policy of the treasury may be regarding finances is still u matter of conjecture and probably wnl be, lor a definite course has not been decided upon, The department will wait for developments, aiM as (lie emergencies arise it is believed i ail the department nlll be fully able to ii'eet them. The administration feels con- lident that the preeiit financial flurry is a temporary one, bused on nn exaggeration of conditions, and they have no fear that there will he a. panic or that the national credit will be Impeached. ' Secretary Carlisle believes that that the lnw justified him in stopping the payment of gold for the treasury notes of 1800 and considered it best to follow this this course and koep the gold reserve in tact. As far as his interpretation of the law-Is concerned he was upheld in his opinion by Secretary Grosham and Attorney General Olney. At the name time President Cleve land pointed out that there was nothing which compelled the government to keep the gold renerve in its entirety except for the redemption of the legal tender notes. It then became not a question of law and discretion, but of policy, and if was finally decided that the gohi reserve should be utilized to meet the demand for gold ship ment. It is said that the administration wnsled to this policy by the fact that if tho pres ent manner of redeeming thu treasury notos in gold was carried out it would more fully impress the public with the fact that the present silver law will inevitably take ull the gold from tho treasury, Such a policy, if followed out, might produce a sentiment in support of the president's known anti-silver views. The president, it Is bald, feels confident that there is no danger In the situation and that if the workings of the silver law were allowed to eat into the gold reserve that the chances for the repeal of the Sherman act would be much reater, This was the policy decided on as the best one to jiursua and the stories of any ruction in the cabi net are unfounded. To a news paper representative the president said last night: "Ths inclinations on tho part of the public to accept newspaper re-' ports concerning the intentions of those charged with the management of our na tional flnnnces stems to justify my em phatic contradiction of the statement that the redemption of any kind of treasury notes, except in gold, has at any time been determined upon or contemplated by tho secretary of the treasury, or any other members of the present administration. The president and cabinet are absolutely harmouius in tbe determination to exercise every power conferred upon them to main tain the public credit, to keep the public faith and to preserve parity between gold and silver and between ail nnauciai oun eations of the government. "While the law of 1890, forcing the pur chase of a fixed amount of stiver every month, provides that the secretary of the treasury In his discration may redeem in either gold or silver the treasury notes given In payment of silver purchases, yet the declaration of the policy of the govern ment to maintain the parity between the two metals seems so clearly to regulate this discretion as to Indicate their redemp tion in gold. "Of course perplexities and difficulties have grown out of an unfortunate finan cial policy which we found in vogue and embarrassments have arisen from ill-ad-Tised financial legislation confronting us at every turn; but with cheerful confidence among the popple and a patrlotio duqiosl tion to on operate, threatened dangers will be averted pending a legislative return to a better and sounder financial policy.
