amended to apply to the whole state. The

Greenbriar river, near Hinton, a sad acci
dent occurred yesterday. Mrs. Itoxley, the
wife of a prominent and well-to-do cltixen,
accompanied by her 4-year old son, at
tempted to drive across the stream, when
the vehicle they were in wa urawn lntoan
eddy and smashed to pieces against the
rocks. Both weie drowned.

from pneumonia. He was born in Boston

Mr. Mario Amclle Pomberton, wife of

Confederacy, died after three days' illness

The following bills were introduced In
the house:
Weller Authorizing burgesses to pre
side at meetings of town councils.
Boyer To provide for the completion of
the catalogue ot the statt unrary auu mas-
imr an impropriation therelor.
Th act to establish boards of arbitration
to settle all questions of wages and other
matters of variance between capital and
labor came up on final passage, and was
warmly advocated by Mr. Losch, who made
a lengthy speech, In which he reviewed the
history of arbitration in labor disputes and
pointed out the great necessity of a law of
Wis cnaracter at mi nine.
Mr. Boyer remarked that in 1883 he as
aisred in the passage of the Wallace arbi
tration act, and desired to know why It had
not worked.
Mr. Loach said the Wallace net was 1m
nrnetical. and reauired both parties in the
controversy to ask for arbitrators. Under
the nresent act either one ol the parties can
ask for arbitrators whose finding ends thu
controversy. The arbitrators act as a jury
noil me annotated bv the court.
The bill passed uuaiiy uy 103 yeas to v
navs.
The net to regulate the employment ot
railroad telegraph operators, prohibiting
the employment ot operatois under
years ot age, was discussed for some time
and passed finally by 130 yeas to 28 nays.
The Urawlord county ienco act requiring
railroads in that county to fence in their
lines passed finally.
The Judge Agnew act, directing that
every thiee years there shall be an election
in cities and counties on the propriety of
granting liceusestosell intoxicating liquors
came up on third reading, anil the house
went Into committee of the wholo for the
purpose of amendment. Mr. Cochran had
inserted an amendment applying the pro
visions of the bill to boroughs, and Mr.
Dale aueceededinhavingadoptedan amend
ment providing that elections shall be held
every tenth instead of every third year. Mr.
Kipp also amended the bill so as to repeal
all local option laws now In force in
counties.
On agreeing to the report of the commit
tee of the whole, erabodyiug the amend
ments, the yeas were 06 and the nays 90,
and the report fell.
Pending further discussion me nouee nu-
lourned for dinner.
The afternoon session opened with a re
Tipwnl of the discussion on the local option
bill, which occupied the greater portion oi
the afternoon, at the end of which the
measure was killed by a vote of 101 to 66.

An explosion in the Chicago rubber
works at Grand avenue and West Ohio
street, Chicago, caused by a defective'heat-
er, killed Philip Dogarty and so seriously
injured Jesse McCue, that his recovery Is
considered doubtful.
Henry Ritter, a stage carpenter, lias sued

McDonough in Hobokeu, to recover $TA for

of the company, but though a bettlement is
alleged to have been made, he says he

Town Clerk John Nickersou, of Redding,
Conn., has prepared a bill to prohibit cor
poral punishment in schools, His boy is
huffering from a whipping by Principal
Webster, of tha Redding Center academy.
Mr. Nickerson maintains that spanking, if
it is to lie, should be left to the bchool com
mittee. A suit against President James 0. Fargo,
of the American Express Company, because
two dead deer were carried lrom the Atn
ronducks to Newburg, N. Y., in violation
of the name laws, was thrown out of oourt
