States on account of its military, as
well as Its oommeroial value, but he
was defeated In that desire by a combi
nation of Senators. After all, San
Domingo may be tbe first of the At
lantic islands to be absorbed by this
great republic.

consideration. A conference which will
probably kettle Mr. Smith's chances one

Washington says that it is reported there
that the Secretaryship ot the Navy is to
ao to Connecticut, aud that ex-CouicrosS'
man Carlos Frenoh, of Seymour, is to be
a member of Mr, Cleveland's Cabinet.

Wabhinoton, Feb. 15. After a short
conflict between the Democrats and Re
publicans of the House yesterday the
Democrats were obliged to yield grace
fully aud to agree to tho terms which
the Republicans presented. These were
that general deo.ite on the Invalid Peu
sion bill should continue until the minor
ity waa accorded six hours' debate.
Then the debate continued but it was
without special interest.
The Nicaraguau Canal bill was before
tbe Senate again for a couple of hours,
and was then laid aside so that the Sun
dry Civil Appropriation hill might be pro
ceeded with.
The Canal bill was the subject of two
speeches and of a running discussion in
which Air. Sherman, who is in ennrge or.
it took a leading part. He explained
why it was that lOUo.lXW of stock,
already issued, was left outstanding.
At one point in the discussion, Mr,
Teller, (rtep., Col,) referred to a state
ment of Mr. Sherman as a misrepresenta
tion whereupon Mr. Sherman exolaimod
that that was false, as he hud misrep
resented nothing.

William O'Brien, M. I'., for Cork City,
said in an interview regarding thu Homo
Rule bill:
"It seems to me that the main prln-
iples of the bill provide for a better set
tlement of the home rulo question than
the billot 1886.
It remains to be seen whether Mr.
Gladstone's surplus ot halt a million
pounds is real. Mr. Sexton, Mr. Dillon,
Mr. Clarke anil others of our friends fear
that tho full extent of Irish local charges
nun not been taken into account. The
iroposed contribution for tho support of
lie police will involve a formidable drain
for the first few years. Irishmen will
hold their opinions on sucli matters at
present, and do the threshing out when
tho figures me fully examined and under
stood. "Nevertheless, the main lines of the
bill are a noble and sufficient settlement
of the national claim. We nro ablo to
heartily recommend Irish acceptance of
tho measure. It gives substantial control
over our domestio affairs. We should
not be justified in resenting the provis
ions giving tho minority adequate repre
sentation, . od providing for a veto by tho
Crown and ttiesupremacy of the Imperial
Parliament."
Mr. John Dillon, in an, lntcrviow, paid
that the main fact was admitted on nil
sides that the bill was a great advance on
the Home Rule bill o 1888. "Honoe,"
he added, "the Irish feel that, although
they cannot approve the present financial
proposals, and the provision regarding
tho land question, they are bound to rec
ognize In the heartiest manner the noble
courage and fidelity of Mr. Gladstone in
offering this constitution to their
country."
Mtulent Guidos at the Fair.
Chicago, Feb. 15 A novel scheme by
the managers of the Fair is to be put iu
operation for the benefit of college stu
dents. Nearly a thousand men will be
required to push rolling chairs over the
grounds, and the preference for this class
of employment has been awuraed to
college men. The pay is to be $00 a
month and an enlistment for six months.
It is also proposed to use GOO college boys
as guides.

Jacob-ton, a Finnish sailor, has just been
discharged from the Eastern Penitentiary

of Mate Charles D. Brooks, of the ship
Sea King.
