His wife, a young woman of weak intellect, was unable to provide for tho children, nor did she bring their starving condition to tho attention of tho proper authorities. For tho first time in 15 years the thermometer at this point tuado a descent to 18 below zero, and the Ohio river is frozen over so solidly that heavy teams are crossing on the ice. Should a heavy rain start the ice and enow into motion, great danger is feared tor the steamboats in the harbor. Threatened With a Watrr Famine. Johmstowk, N. Y., Jan. 19. A water famine is threatened here. There is but little water in the two reservoirs and the schools are closed. There is not enough water to supply boilers of heating apparatus. Horace Cavaleer and Ellas Conover, of Port Re public, who were reported frozen while out in their yacht on a gunning trip have turned up all right.
