Theiie is consternation among the
Democratic politicians and leaders
who were so conspicuous during tho
last campaign. Notwithstanding their
previous knowledge of Mr. Cleveland's
character,they have labored under the
delusion that his education as Presi
dent must have changed him. They
have hoped that lie had reached a per
iod in hi5) career when ho would recog
nize u personal service as incurring
some sort of obligation. They are be
ginning to fear that they have deceived
themselves. They are not yet certain,
but the Indications are) that Mr.
Cleveland will go into the President's
ofllce more self-opinionated, more un
grateful and more thoroughly pulled
up with the idea that he is the man of
destiny, who owes no one anything,
than ever before. The sense of person
al obligation is lacking in Mr. Cleve
land's character. The whole world
belongs to him, and the creatures wiio
are permitted to be the instruments of
fate to assist him should bo gratoful
that fate has so honored them.
CHANDLER'S BILL.
While every one has given more or
less thought to the subject of Imml
gration since the choleru epidemic in
Europe, Senator Chandler, Chairman
of the Senate committee on Immigra
tion, has aroused a more marked
interest by his courageous utterances.
The Senator has clearly defined his
views, which, though commendable
in many respects, go perhaps a little
too fur. Iustoad of limiting restrictive
legislation, as heretofore, to the crim
inal and pauper classes of other lauds,
he would insist that the admission of
immigrants depends first on their
ability to read and write in some lang
uage. Then he proposes a property
qualification, and thinks that an im
migrant coming alone should have at
least $100, and additional sums if he
has a wife and children. Finally he
makes a proposition to prohibit Immi
gration entirely for a period of five
years. The educational test Is un
doubtedly the most meritorious of the
Senator's proposals, as It would not
only raise the average intelligence of
admitted Immigrants, but would ex
clude one of the least dcslrableclasses.
One hundred dollars seems little
enough for a man of any ability at all
to posssesB who is seeklug a new home
In a foreign country. Whether or not
that should be made a necotsary qual
ification Is a question, and one that
should be determined only after care'
ful consideration. To cut oil Immi
gration entirely for any length of time
is not to be thought of. The country
owes too much of its wealth and pros
perity to the intelligent foreigner who,
by his energy and perseverance, has
made himself Indispeuslble to the in
dustrial growth and -welfare of the
iand of his adoption.
It has now leaked out that Mr. H.C.
Prick deliberately planned the trouble
at Homestead for tho purpose of injur
ing the Republican party and forced
the it-sue at the tituo when he thought
it would have the greatest effect. Mr.
Frlck came to Washington at tho time
the Mt'Kiuley Tarlli' bill was framed
and Insisted that there should ba no
reduction on the tarlfi in steel. The
reduction was made in spite of hN ob
jection and he left Washington in a
perfect fuiy against the Kepubllcan
managers. Neither he nor Mr. Car
negic contributed a cent to the Repub
lican Campaign Committee. Their
contributi in was the record of the
Homestead strike. Yet, during the
campaign the D.-niocratlo papers were
constantly repreieutiug Mr. Carnegie
us contributing vast sums to the He
publican "corruption fund."

Sweeney, Alvido, Gormen and Cloetzo gavo
one of tho best minstrel performances last
night ever given at tho Opera House, and tho
crowd enjoyed it immensely. Tho troupe is
especially fortunate in its specialists. Tho
clog drill, contortion acts have never been
excelled hero, ami the comic boxing duel was
oxcrutiatiugly funny, keeping tho house in a
continual roar. It was a thoroughly good
