machinery in the mill, on the result of
the election. All the mills at Little
Falls will hereafter be run only on or

fense of their rights and liberties. If
they will begin the agitation they will
be'aldtd by thesympathyof every right
minded man at the North. They ask
for nothing more thau Is legally theirs,
und thoy ought to get it.
When the appalling neglect of san
itary precautions that prevails In tho
greater part of Russia Is considered It
does not appear strange that the
cholera has again broken out
with some violence in that empire.
Cholera is readily transmitted in the
boat loads of hldea aud other merchan
dise carried on the waterways of inter
lor Russia. The 'wonder Is not that
the cholera claimed so many victims
in Russia, but that it did not claim
many more. The wretched sanitary
condition of Russia, and the admitted
facts that the cholera still exists
there, with eveiythlug favorable to its
extension, makes it all the more nec
essary that careful precautious bo
maintained in this couutry against
the introduction of the disease,
titeamsuips carrying Russian Immi
grants should be vlglautly watched
aud inspected and nono permitted to
land who may reasonably be suspec
ted of infection. The precautions
taken by the Treasury Department
with proper co-operation on the part
of the local health olllciala, ought to
be eflective in preventing the intro
duction of disease through immigra
tion.

has given a decision substantially in
favor of Mrs. Deacon on her appeal irom
the dtclilon of the Tribunal of th Seine,
which refused to grant her a divorce
from Mr. Edward Parker Doacon, on the
alleged ground of cruelty, and hai or
dered that the child, Gladys, abducted by
lirs. Deacon, shell be returned to tha
convent where she was formerly kept,
until a decisiou of the suit notv pending
at Grasso and Aix.
This is virtually n trlumoh for Mm.
Deitcon as Mr. Deacon's object was to get
the child into his own possession for re
moval to America.
The child is now to be retained in
Fra'ice, where Mrs. Deacon may yet hope
to jbtaiu conipleto control of her
daughter. Her bold move in abducting
the child has theroforo been successful
in its object.

can to aslst Mrs. Doacon, and to obstruct.

He has disappeared utterly, and one ot
his friends has expressed the fear that he
may nave committed suicide.

Seattle, Wash., Nov. 23. Five deaths
are reported as the result of the Hoods,
while the loss of property In the shape of
farm buildings carried away and
wrecked will amount to many thousands
of dollars.
The valley? of the Snohomish, stretch
Inn to the northward, ara vast lakes. In
tho Stuck valley, as far hs the eye can
see is one great lake, in which loss,
shingles, railroad ties, wrecked buildings,
uprooted trees, and other debris are
jammed together 10 to SO feet deep. In
Chehallis county, near Elma, tho North
ern Pacific bridge on Gray's brauoli is so
weak that trains daro not cross.
The Great Northern will not be able to
run trains until the bridges are repaired,
the (.lides removed aud the track rebuilt.
The Senttle, Lake Shore & Eastern runs
trains to the international boundary, but
a transfer is made around the slide at
Blackmail. Three or four small steam
ers are reported sunk in tho Snohomish
river. A steamer is carrying passengers
to Whatcom to take the rail connection
to the East.
Frame houses of all descriptions have
been seen floating in uo.trly every stroa m
of any size west ot tho mountains.
Portland, Ore., Nov. 23. ltain has
fallen in torrents all day in Oregon aud
Washington, wait of the Cascade moun
tains, and the local railroad traffic on
Puget sound, north of Tacoma, is entirely
suspended. The damage already done in
the Pugot sound couutry will probably
reach halt a million dollars, and the
prospect now is that much greater dam
age will result.
The Northern Pacific has repaired the
damage to tho main line, and the trains
for the East are now running regularly.
The landslide on the Union Pacific at the
Cascade continues to come dowu with in
creased energy.
A heavy rain fell there yesterday,
which washed tons of earth down tho
mountain side.
Tacoma, Nov. 23. Not a single train
has passed between Tucoma aud Seattle
since the flood beg.il).

loft this city very quietly at 8 o'clock
last night. He was driven in a closed
carriage from his residence in West 01st
street to tho D-sbrosses street ferry aud
crossed to Jersey City. One of the Penn-
bylvuula railroad officials escorted him to
a special car, which had been attached to
the regular 8:15 p. m. train from Jersey
City south.
Mr. Cleveland's departure was unob
served. All information as to the hour
of departure, the direction to be taken,
and the destination of the Prosidont-olect
was kept secret during tho day, and
when Mr. Cleveland, muffled in a big
overcoat, walked through the railway
station he was not recogutzed by tho few
people who were present.

iuc, when Thomas II. Marshall, sr., be
gan the closing argument for tho defense,

prosecution.
Judge Kennedy's charge will let the
ease go to the jury early this afternoon
und a vardict may be expected before
evening.
It Is now confidently believed that tho
verdict will bo onji of acquittal.

Commodore Folgor, Chief of the Buroau
of Ordnance of the Navy Department, In
his annual report says that an appropri
ation of $2,459,321 will be required by his
bureau for the fiscal year ending Junt
30. 1801.
